- The USPFO for Illinois intends to issue an Invitation for Bid (IFB) to award a single, firm fixed-price (FFP) contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for Project Number: JLQN049119, Construct New Fire Crash Rescue Station, located at the 182d Airlift Wing, Peoria, IL. This is an A-E designed MILCON project for a new 17,800SF Fire Crash Rescue Station. Functional areas include: bunkrooms, control/alarm room, administrative and office areas, training room, kitchenette and dining area, day room, physical fitness room, technical services area, equipment maintenance areas, support space, decontamination room, apparatus bays, and storage. Building will be of permanent construction and consist of structural concrete walls, slabs, foundations, aluminum storefront, standing seam metal roof, interior construction and finishes, plumbing, HVAC, fire protection, and electrical. Support facilities include land clearing, paving, fencing, general site improvements, and extension of utilities to serve project. In addition to a base price for the work described above, the solicitation includes Government Additive Bid Items (ABIs) for this project. There will be a total of eight (8) ABIs. ABIs are as follows: 1. Mechanical Screen Wall and Landscaping Seat Wall; 2. Directional Bore for All Utilities under Roadway; 3. POV Parking Lot; 4. Concrete Pavement; 5. Trash Enclosure and Pad; 6. Rubber Flooring within Workout Room; 7. Retractable Partition; and 8. Compressed Air Drops: Qty 5. This project shall meet LEED SILVER Certifiable level of construction; Energy Policy Act of 2005 compliance; and Executive Order 13423 compliance. The contract duration is 360 calendar days after issuance of the Notice to Proceed (NTP). This project is set aside 100% for Woman Owned Small Business. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $36.5 million average annual revenue for the previous three (3) years. The magnitude of this construction project is anticipated to be between $5,000,000 and $10,000,000 in accordance with FAR 36.204. Your attention is directed to FAR clause 52.219-14 (b)(4) (DEV 2019-O0003) Limitations on Subcontracting, which states "By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for Construction by a general contractors, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The tentative date for issuing the solicitation is on or about 01 Feb 2019. The tentative date for the pre-bid conference is on or about 20 Feb 2019, 10:00 a.m. CST and/or 21 Feb 2019, 1:00 p.m. CST at the 182d Civil Engineer Squadron, Illinois Air National Guard Base, Peoria, IL. Interested contractors are encouraged to attend the pre-bid conference and should register in accordance with the requirements to be provided in the upcoming solicitation for clearance to the facility. A site visit will follow each pre-bid conference. Directions and instructions for entering the base will be provided in the solicitation package. Actual dates and times will be identified in the solicitation. THIS NOTICE IS NOT A SOLICITATION. Bidders/offerors who have registered with FedBizOpps must access the data for this solicitation with their MPIN. Bidders/Offerors cannot log into the FedBizOpps home page and search for data. This solicitation is a competitive bid and there will be a formal public bid opening.
