- This is a Pre-Solicitation Notice with the intent of synopsizing a proposed contract action prior to issuance of the solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or about January 8, 2019, posted to the Federal Business Opportunities (FBO) website at https://www.fbo.gov and the FedConnect website https://www.fedconnect.net/. No documents will be available until the solicitation is issued. The U.S. Department of the Interior (DOI), Bureau of Reclamation (Reclamation) has a requirement for biological monitoring services to survey for and collect demographic data on the endangered gilded flicker, Gila woodpecker, summer tanager, vermillion flycatcher, Sonoran yellow warble, Arizona Bell ¿s vireo and other non-covered riparian bird species in suitable and/or historical riparian and wetland habitats along the lower Colorado River (LCR). The Contractor shall study and document the presence/absence of the riparian birds along the LCR; determine the breeding status; nesting success or cause of nesting failure, and any threats that exist for the riparian habitat. This requirement is restricted as a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) Code assigned to this project is 541690, Other Scientific and Technical Consulting Services with a corresponding small business size standard of $15M. This acquisition will be procured in accordance with FAR Part 12 Acquisition of Commercial Items, and FAR 15 Contracting by Negotiation. The Government contemplates award of one firm fixed price contract with a base period and 4 1-year option periods. The solicitation and any amendments to the solicitation will be available only through Federal Business Opportunities (FBO) (www.fedbizopps.gov) website and the FedConnect website (https://www.fedconnect.net/). All proposals, and other normal documents required for the proposal submittal, including amendments to the proposal, shall be in paper medium. Electronic medium for the proposal documents will not be allowed. All dates in this announcement are estimated and are subject to change. No other information will be available before the solicitation is posted.
