Description
Army Contracting Command-Warren (ATTN: CCTA-ASG-A) intends to solicit and negotiate with only one source under the authority of Title 10 U.S.C 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii) and (iii), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The intended source for this procurement is Michigan Technical University (MTU), 1400 Townsend Dr., Houghton, MI, 49931. The U.S. Army Tank-Automotive Research, Development, and Engineering Center (TARDEC) desires to procure continued research and development services focused around Ground Vehicle Survivability and Protection (GVSP). This effort is for development to support the war fighter including: (i) combat vehicle threat detection and neutralization; (ii) route clearance; (iii) vehicle and crew survivability for tracked and wheeled tactical ground vehicles; (iv) bridging and gap defeat; (v) track and suspension improvements; (vi) power management; (vii) noise reduction; (viii) unmanned applications; (ix) countermeasure, (x) construct, maintain, and improve routes, infrastructure, and obstacles; and (xi) the design, analysis, and testing of Survivability, Assured Mobility, and Maneuver Support materiel solutions. MTU is the only know source with the capability as it has amassed a substantial unique knowledge base of Army-specific GVSP research and this procurement will build off that knowledge. The projected period of performance is 60 months, which includes a base year and four option years. This notice of proposed contractual action is posted in accordance with FAR 5.207; all responsible sources may submit a capability statement to adam.w.wingo.civ@mail.mil which will be considered by the agency. Responses to this notice must be received no later than 01:00 P.M, eastern local time, Warren, MI, 21 January 2019. This notice of intent is not a request for competitive proposals or a solicitation of offers.
