- THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. No formal solicitation document exists at this time. We are seeking information for market research purposes only. The Government will not pay for any information solicited. The VHA Network Contracting Office 6 (NCO 6) is conducting a market survey to find qualified vendors to Asbestos Abatement Services for the Department of Veterans Affairs Medical Center (VAMC) in Richmond, VA. Magnitude of Construction: $25,000 - $100,000. The proposed NAICS 562910 is applicable to this acquisition; with a size standard of $20.5 Million. General Scope: The contractor shall provide all labor and materials including tools and apparatus, equipment, supervision, certifications, licenses, permits, regulatory notifications, transportation and disposal necessary to perform asbestos abatement work at the Richmond Veterans Affairs Medical Center (RICVAMC). All work shall be performed by state-licensed abatement contractors using Environmental Protection Agency (EPA)-accredited, state-certified or state-licensed workers and supervisors. Contractor and employee training and certifications shall be commensurate to work performed and with requirements for licensing. All asbestos disposal facilities performing under this contract shall, at all times possess the applicable Federal, State, and Local regulatory approvals, and each asbestos disposal facility shall be approved in advance in writing by the Contracting Officer s Representative (COR). The intention is to have a one-year base contract with four option periods. All interested parties should respond, in writing via email to craig.powell@va.gov No telephone inquiries will be accepted. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Businesses. However, if responses from qualified firms prove inadequate, an alternate set-aside or full and open competition may be considered. Your response is required by 3:00 PM EST on Wednesday, January 2, 2019.
