Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. No formal solicitation document exists at this time. We are seeking information for market research purposes only. The Government will not pay for any information solicited. The VHA Network Contracting Office 6 (NCO 6) is conducting a market survey to find qualified vendors to provide professional Architect/Engineer (AE) and healthcare planning services necessary to expand existing steam boiler system located in the Boiler Plant Building 501 and the steam distribution system to the existing out buildings (507, 508, 509, 511, 512, &514) and future planned buildings (Women s Clinic, Additional 40,000 sf & etc) on Hunter Holmes McGuire VA Medication Center, Richmond VA. Estimated Construction Budget is $2,500,000. The proposed NAICS 541330 is applicable to this acquisition; with a size standard of $40 Million. General Scope: Services shall include, but are not limited to: Part Ia Preparation of Existing Conditions and Conceptual Design Investigative Services: Preparation of Feasibility Study Report including existing conditions evaluation and conceptual design recommendation which includes site investigation for civil, surveying, structural, architectural, equipment/ furnishings, mechanical, plumbing, fire protection, electrical, electronics/ security, telecommunications, and environmental (asbestos abatement including but not limited to survey and sampling). Perform project site investigation in accordance with the Site Investigations section of this scope of work. Part I Preparation of Contract Drawings and Specifications Design Development: Preparation and submission of construction bid documents, interim design document packages for review and the final construction bid documents at the completion of the design development process in accordance with the Design Package Submission Schedule section. Design document packages shall contain a complete set of documents as specified in the Design Requirements/Submissions section of this scope of work. The AE shall develop a design necessary to meet the requirements in the Project Scope section of this scope of work. Design shall include the following engineering services: civil, surveying, geotechnical, structural, architectural, mechanical, plumbing, fire protection, electrical, telecommunications, and environmental. Part II - Construction Period Services: Review and provide concise direction on all submittals, shop drawings, product data, samples, RFI s, change order proposals, etc. in accordance with Construction Period Services section of this statement of work. Services shall include third party asbestos monitoring that will be performed during construction activated by a certified IH. Services shall include providing record drawings based on finalized contractor red-line as-builts. Part III - Site Visits: Visit the site at the request of the VA in accordance with section Site Visits in this scope of work. The AE shall respond on site within a two-hour period when requested. A total of thirty (30) site visits during construction shall be included. Each site visit shall be documented through a field report denoting the purpose and results of the site visit. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Businesses. However, if responses from qualified firms prove inadequate, an alternate set-aside or full and open competition may be considered. Your response is required by 3:00 PM EST on Wednesday, January 2, 2019.
