Description
SOURCES SOUGHT SYNOPSIS The VA Medical Center, Salem, VA is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Replace Finishes Various Buildings project #658-14-117. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 236220 Commercial and Institutional Building Construction with a size standard of $36.5M. This is a sources sought notice only. This notice does not constitute a request for proposal, request for quote, or invitation for bid. No formal solicitation document exists at this time. The intent of this project is to provide demolition of existing ACM mastic in building 2A and replace with new basement flooring, walls, wall protection and handrails. Work will initiate with abatement of certain hazardous materials including asbestos-containing materials (ACM) in floor tile and wall ceramic tile mastic in bldg. 2A basement and a section of 2A first floor corridor. Contractor shall demo all remaining existing quarry tile flooring in connecting corridors in the west loop (in proximity to buildings 76 and 77) and replace floors with new epoxy urethane floor surface. Contractor shall demo basement hallway quarry tile floors in buildings 12, 76 and 77 and replace floors with new epoxy urethane floor surface. The work shall be conducted with the buildings occupied, so the work must provide for appropriate environmental control measures to ensure that the building and any other structures dependent on utilities emanating from these buildings are adequately heated and cooled during the construction process. Contractor shall also provide new stair vinyl stair treads and nosing in each stair well located in bldg. 143. Work includes all labor, material, equipment and supervision to perform the required construction work on this project. Work for the Base Bid is to be estimated to completed in Four Hundred (400) calendar days from the Notice to Proceed (NTP). THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: Firm s name, address, email address, Web site address, telephone number, and business size and type of ownership for the organization. Is your firm currently registered with the System for Award Management (SAM) formerly known as the Center Contractor s Registration (CCR) database? If not, has it been registered or does it plan to register? In consideration of NAIC code 236220 Commercial and Institutional Building Construction with a small size standard in dollars of $36.5M, which of the following small business categories is your firm classified under, if any? Small Business, Veteran Owned Small Business, Service Disable Veteran Owned Small Business, Small Disadvantaged Business, Women-owned Small Business, HUBZone Small Business, or 8(a) Business. Is your firm capable of performance and Payment bonds for a project valued between $500,000 and $1,000,000. Is your firm small-business interested in performing as a subcontractor or a prime? Does your firm have experience in working at a Veteran Administration Medical Center? If so how many years? Does your firm have the credentials, certifications, and or licenses necessary to perform the aforementioned construction services in the State of Virginia? Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made.
