- The U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL) on behalf of the Office of Classification (OC) within the Office of Environment, Health, Safety and Security (EHSS) intends to issue a competitive solicitation, set aside for small businesses, for Classification Support Services (CSS). OC develops, manages and implements policies and procedures for the Department-wide program to identify classified Restricted Data (RD), Formerly Restricted Data (FRD), National Security Information (NSI), and Unclassified Controlled Nuclear Information (UCNI) within the DOE ™s jurisdiction. OC carries out a multi-faceted program to identify the full spectrum of DOE information ranging from complex, highly classified nuclear technology to certain controlled unclassified information not available to the public. OC supports the nonproliferation objectives of the United States through its classification policies. It inhibits the spread of nuclear/radiological weapons, nuclear materials, and associated technologies through cooperative and coordinated policies with other agencies and nations. OC is responsible for the classification review of all documents requested under statute or Executive Order prior to release. As directed by statute and Executive Order, OC conducts major reviews of archived material resident at the National Declassification Center (NDC), National Archives and Records Administration (NARA), College Park, Maryland, and Presidential Libraries across the Nation. It also conducts reviews of documents requested under litigation, performs patent reviews, and performs audits and surveys of other agency collections for records containing DOE information. The CSS required by this competitive solicitation, set aside for small businesses, enables the OC to carry out its assigned national security mission. The acquisition is set aside for small businesses who qualify under the North American Industrial Classification System (NAICS) code 541690, Other Scientific and Technical Consulting Services, with a small business size standard of $15M. It is anticipated that a DRAFT solicitation will be made available for downloading and comment prior to the release of the Request for Proposal (RFP). It is anticipated that the DRAFT solicitation will be publicly available in the 1st quarter of FY 2019.
