- Description
- MOSSI will provide ground systems and operations services necessary to support the Payload and Mission Operations Division (PMOD) within the Human Exploration Development and Operations (HEDO) Office located at the Marshall Space Flight Center, Alabama. The contract is anticipated to be cost-plus-award fee, to include a 16-month base period, one 2-year option, and five 1-year options, to be exercised at the Government's discretion. MOSSI will be a core mission services contract with an indefinite-delivery, indefinite-quantity (IDIQ) component for future programs and projects. The core mission services component includes support to the International Space Station (payload operations and ground systems); Space Launch System (test, launch, and flight operations); Near Earth Asteroid Scout (flight operations and ground systems); Autonomous Mission Operations (demonstrations to support crew autonomy); and Delay Tolerant Network (protocol variants definition, prototyping, and testing). ISS support is staffed 24 hours a day, 7 days a week, 365 days a year. The acquisition is a combined re-competition of the existing Huntsville Operations Support Center (HOSC) and Mission Operations & Integration (MO&I) contracts. The MOSSI scope will also include innovations (to include commercialization initiatives) and improvements to assist NASA in meeting goals and objectives and/or result in cost savings and efficiencies. Previous Postings for this Requirement The Government previously requested market research information for this requirement as follows: 1. On September 8, 2017, a sources sought notice was posted to FedBizOpps requesting industry capabilities relative to the two existing contract requirements and whether services could be provided using a set-aside in any of the specified socio-economic categories. 2. On March 21, 2018, a second sources sought notice was posted to FedBizOpps requesting industry capabilities relative to the draft MOSSI requirements and whether services could be provided using a set-aside in any of the specified socio-economic categories. 3. On August 28, 2018, a Justification for Contract Substantial Bundling of MOSSI was posted notifying potential offerors of the Government's intent to bundle the requirements and proceed with an unrestricted, full and open competition. 4. On September 4, 2018, a redacted market research document for MOSSI was posted which supported the Agency's determination to bundle the existing requirements. General Information The Government intends to solicit offers using FAR Part 15, Contracting by Negotiation. All responsible sources may submit an offer in response to the solicitation which will be considered by the Agency. The anticipated release date of the draft solicitation is on or about January 3, 2019, with an industry day/site tour on or about January 10, 2019. Interested parties are required to register for industry day via Eventbrite at https://www.eventbrite.com/e/mossi-industry-day-tickets-52102469890. Potential offeror delegations are limited to a total of 10 representatives per offeror (to include subcontractor representatives). Independent companies are limited to five representatives. No escorts will be provided, with the exception of the site tour. Foreign nationals will not be permitted due to the extended process required for clearance onto Redstone Arsenal. However, based upon offeror requests and limitations on the tour size, the total number of representatives per offeror may be reduced. Marshall Space Flight Center access requirements will be provided in the draft solicitation along with the designated point of contact for this acquisition.
