Description
The Mobile Asset Sustainment Program (MASP) provides transportable National Airspace System (NAS) equipment to restore certain operations during periods of extended equipment outages, to ensure continuity of NAS operations. Mobile NAS equipment provides for the continuity or restoral of air traffic control when an air traffic control tower (ATCT) or other NAS system is out of service due to a disaster, an extensive repair, modernization, or upgrade. Mobile NAS equipment may also be required to augment air-traffic control functions during major public events to ensure safe operations. The MASP provides mobile assets that function as air traffic control towers (ATCTs), terminal radar approach control (TRACON) facilities, remote transmitter/receiver (RTR) sites, remote communications air/ground (RCAG) sites, and other facilities/systems that experience unexpected outages or planned system downtime for non-routine maintenance, modernization, or upgrade The Federal Aviation Administration (FAA) Mobile Air Traffic Assets contemplates issuing a screening information request (SIR) to repair and renovate mobile assets at various sites across the United States to include, but not limited to the following: Redlining and updating as-built drawings and wiring diagrams Replace equipment, hardware, power panels, vents, lighting components, control boxes/panels, cables, racks and other related items associated with mobile asset operations. Repair/renovate mobile asset trailers, including wheels, axles, brakes, suspension and electrical. Developing material quotes and schedules, coordinating deliveries, tracking inventory and resolving logistical issues. The principle North American Industry Classification Systems Code is 811219. At this time, the nature of the competition has not been determined. The FAA may decide to do a full and open competition or a set-aside for small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses, 8(a) certified firms, and ALL other business types and sizes, capable of providing renovating mobile assets. The FAA would also like comment on a proposed contract type. In order to assist with acquisition strategy development and to gain a better understanding of the commercial marketplace, the FAA requests the following information from interested vendors: A. Name of Company (the resultant Prime contractor that may ultimately be awarded the subsequent contract). B. Address C. Point of Contact name, e-mail address and telephone number D. Business Declaration Form E. DUNS Number F.Bonding Capability G.Relevant experience on projects of similar in scope within the last five years. Provide specific contract numbers, contact names, and email information to support claimed capabilities. H.Number of years in Business Please limit complete response to no more than 5 pages.
