Questions and Answers to RFQ: 36C24519Q0056- Clinical Documentation Improvement Specialist Is this an new requirement? Yes Is there an Incumbent? None Known at any of the locations 3. What is the current annual contract cost? N/A 4. What is the contract number?   Or PIID# for FPDS? N/A 5. I noted that on this solicitation, there is a 100% set-aside for SDVOSB (Service-Disabled Veteran-Owned Small Business. Does this me we also have to be SDVOSB? Subcontractors Do Not have to be SDVOSB. 6. How many estimated hours and days of the year are required on site?     Contractor shall work on-site at the Place of Performance and shall be available Monday Friday (8am 4:30pm), excluding all Federal Holidays, after hours and weekends.   A typical work week is 40 hours/week 8.5 hours/day (includes ½ hour lunch break and two (15 minutes) breaks.   The estimated hours required for site could depend upon the individual task order. 7. Would you accept Clintegrity query software as the back-up CDI software?   Yes 8. Our understanding number 10 on page 10 that the Minimal qualification for Clinical Documentation Specialist has to be at least D and one other of (A-C) and not all of (A-C). Is this correct? YES. 9. Will the government consider responses from contractors that don t possess their own CDI software? Yes, contractors could be provided access to Clintegrity Query software. 10. Will contractors have access to the governments Nuance CDI Comply software? Yes. 11. Is there an existing VISN 5 BPA for CDIS services? There is not an existing VISN 5 BPA for CDI services If so, who are the incumbents? N/A 12. Are there existing contracts for CDIS services at any of the VISN 5 facilities listed in the solicitation? There are none known contracts currently at any of the VISN 5 facilities. If so, what facilities and who are the incumbents? -N/A 13. What is the governments best estimate on number of CDIS FTEs needed at each facility during the initial 1year performance period, broken down by facility? One site, one contracted personnel. The need could change depending on each facility. 14. Will every CDIS assignment be expected to work on site at the respective VISN 5 facility? On-site, subject to change depending on facility. 15. What will determine whether or not the government will allow a CDIS to work remotely? Contractor shall work on-site at the Place of Performance or virtual from the contractor s location (as agreed by the Government depending on the task).   Contractor shall be available Monday through Friday 8:00AM-4:30PM ET, excluding all Federal holidays, after hours and weekends unless necessary for the successful completion of the projects. (Reference Item #4).   The task order placed by the facility should indicate if CDI could  be done off-site, however in most facilities rounding and Education with Providers and the Interdisciplinary team will require contractor on-site.     Please provide pricing for both on and off site in quotes. 16. To the governments best estimate, what percentage of assignments will the government allow the CDIS to work remotely vs. on site? I am unable to provide an estimate but I believe it would be a very low percentage, especially with facilities who are just implementing a CDI program.   17. Will the government accept CDIS candidates that have an Associate s Degree and meet the other Licensure, Certification, and experience requirements? Minimal qualification for Clinical Documentation Specialist has to be at least D and one other of (A-C).   18. Will the government consider CDIS candidates that are a licensed Registered Nurse (or LIP) and have relevant CDIS experience but don t have CCDS or CDPI? Minimal qualification for Clinical Documentation Specialist has to be at least D and one other of (A-C). 19. How many CPARS from the VA are required for submission with the proposal as part of the Past Performance? Up to three, if no previous CPARS, notate it within response. 20. Will the government be able to provide an extension based on when answers to questions are provided? Depending on need, possible. 21. Do you by chance know how many FTEs or CDI Specialist you will need? This is dependent on the individual task order and current staffing needs. Currently, the need is one at one facility, this is a 5-year BPA, that need could change based on needs of individual facilities. 22. Would you accept CPARS references from the subcontractor if the SDVOSB Prime is pending the first CPARS? No, must be the Prime. 23. Would you accept Commercial CDI past performance from the subcontractor if the SDVOSB Prime is pending the first CPARS? No, must be Prime. 24. How many task orders (sites) will require on site? All locations are on-site, unless notified. 25.How many estimated hours and days of the year are required on site for each facility location? Refer to Answer #6. 26. Can you please clarify what types of services would need to be required on site vs remote? Refer to Answer #14, 15, 24 27. Due to answer to estimated hours and days of the year required on site, and potential travel and relocation costs would you also accept a proposal that is just for remote only? No, please provide pricing for both on-site and off-site, the need is for on-site only, unless otherwise notified. 28. How many task orders (sites) will require remote? Refer to answer 21 and 24. 29.. Can you provide me with the awarded firm and amount? No current. Minimum Qualifications (page 10 of 64, solicitation document) Minimal qualification for Clinical Documentation Specialist has to be at least D and one other of (A-C). Minimum Qualification of the Clinical Documentation Specialist Bachelor's degree in health information management, nursing or equivalent Currently licensed as a Registered Nurse or other relevant LIP (licensed independent provider) Certified Clinical Documentation Specialist (CCDS) and/or Clinical Documentation Improvement Practitioner (CDIP) The Clinical Documentation Specialist must also have the following Competencies and Skills: Knowledge of coding and documentation concepts, guidelines and clinical terminology Ability to interpret and analyze all information in a patient s health record including laboratory and other test results to identify opportunities for more precise and/or complete documentation in the health record Clinical knowledge (anatomy and physiology, pathophysiology, and pharmacology) Ability to establish and maintain strong verbal and written communication with providers Knowledge of healthcare regulations that define healthcare documentation requirements, including, The Joint Commission, CMS and VHA guidelines Knowledge of coding rules and requirements to include: clinical classification systems (such as current versions of ICD and CPT), complication or comorbidity/major complication or comorbidity (CC/MCC), MS-DRG structure, and POA indicators Knowledge of severity of illness and risk of mortality indicators Applied knowledge of documentation impact on reimbursement to include VERA funding through the Allocation Resource Center (ARC) and third-party payer requirements Knowledge of VHA Handbook 1907.01, Health Information Management and Health Records, VHA Handbook 1907.03, HIM Clinical Coding Program Procedures, VHA Coding Guidelines, and Medical Staff Bylaws.
