Description
The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego intends to award a FFP (firm fixed price) single award contract on a sole source basis to Long Wave in Oklahoma City, OK. This requirement is to provide reaccreditation under the Risk Management Framework (RMF) for the Transmit and Receive Enhanced Communication System (T-RECS) for the Naval Computer Telecommunications Strategic Communication Unit (NCTSCU). The T-RECS system is a proprietary system developed by Long Wave. This action is being awarded on a sole source basis to Long Wave in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(1), as implemented by FAR Part 6.302-1, Only one responsible source and no other supplies or services will satisfy the agencys requirements. The contractor, Long Wave, is the only known source available that is able to properly submit the required RMF package to obtain the required Authority to Operate (ATO). Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
