Description

The Internal Revenue Services (IRS), Western Area Branch, Office of Business Operations intends to negotiate with Bell & Howell on a sole-source basis for On-Site Maintenance and Repairs for Government-Owned Typical Bell & Howell / Bell & Howell Mail Systems and Equipment (including software and software upgrades and typical Auxiliary Systems and Equipment (to include software and software upgrades) and the Government-owned typical auxiliary equipment and systems (to include software and software upgrades),(company to be operationally capable and safe, on a continuous basis, at an effectiveness level of 95% uptime or greater, meeting or exceeding OEM specifications and USPS requirements (DMM), for on-site (at Government facilities and premises), preventative maintenance and repairs, and remedial maintenance and repairs, for typical Government-owned Bell & Howell (B&H)/Bell and Howell (B&H) mail inserting and sorting equipment systems (to include software and software upgrades), and typical Government-owned auxiliary equipment and systems (to include software and software upgrades that are sole proprietorship), which are located at the following two IRS, Correspondence Production Services (CPS) located in Ogden, UT, and Detroit, MI. The system includes: B&H 4000 inserter, B&H Enduro inserter or B&H Flat inserter, Trim-winder Model #TW200, Roll System Unwinder Model # 800175 as well as any upgrades to these systems during the term of the contract. This procurement will be for commercial item services prepared in accordance with Federal Acquisition Regulation (FAR) Part 12 and will be conducted using procedures in accordance with FAR Part 15. Bell & Howell must registered in the SAM database prior to award of a contract. Information regarding this registration can be found at http://www.Sam.gov/. Bell & Howell shall be required to complete either a paper copy of the Representations and Certifications or may complete them online at http://orca.bpn.gov) in responding to this requirement. The Government will consider all information from responsible sources by Email only that is submitted to the point of contact by 12:00pm (California Time) on September 6, 2018, but a determination by the Government not to complete this action is solely at the discretion by the government. No telephone, or Fax requests for the solicitation will be acknowledged or accepted. No paper copies of the solicitation will be available. The Government will not be responsible for any costs in preparation of responses to this announcement. This announcement ends September 21. 2018 at 12:00pm (California Time).
