- The U.S. Fish and Wildlife Service (USFWS), Contracting and General Services in Falls Church, VA intends to award to James Gale, Snellville, GA 30078, to provide an international instructor for the FWS International Training Program (FITP). Special considerations exist in the field of wildlife trafficking and leadership training, where FWS/OLE personnel conduct international wildlife trafficking and leadership training. There are three specific courses that FWS/OLE utilizes to provide this information, the Wildlife Trafficking Investigator Program (WTIP), the International Conservation Chief ¿s Academy (ICCA), and the ICCA Alumni Training Event (IATE). Twice each year the International Conservation Chiefs Academy (ICCA) will bring together 40 leaders of conservation law enforcement agencies from foreign countries in an effort to build leadership and collaborative capacity between international conservation law enforcement agencies. The U.S. Fish and Wildlife Service, Office of Law Enforcement, in partnership with others provide the instruction and facilitate the training. The ICCA is the largest and most expensive wildlife conservation law enforcement training event internationally. This high profile event calls for executive leadership by experienced former senior managers to maintain the prestige of the training event. Former Acting Deputy Assistant Director of OLE, James Gale, has participated as an incident commander for the ICCA and a member of the ICCA Steering Group leading to its inception and management. The ICCA is designed to support the National Strategy for Combating Wildlife Trafficking. Beginning in 2019, alumni training events will be conducted at specified regions of world that will encompass approximately 30 graduates from ICCAs. These training events will continue on the success from the ICCA to build on collaborative capacity building and adaptive leadership to combat transnational wildlife crimes. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. All responsible sources may identify their interest and capability for this requirement by responding to this announcement. All proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
