36C25019Q0208 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Patient Communication Simulator The Department of Veterans Affairs, The Dayton Department of Veteran Affairs Medical Center (DAY VAMC), Simulation Center, 4100 West Third Street, Dayton, Ohio 45428 intends to solicit and negotiate with only one source under the authority of FAR 13.106(b)(1)(i) - Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The NAICS code is 334510 with a small business size standard of 1,250. The VA intends to solicit and negotiate with Simulaids, Inc., PO Box 807, Woodstock, NY 12498-0807 an Alex Simulaid. ALEX: The Patient Communication Simulator (PCS), a full-bodied patient simulator with advanced communication skills will be used to support the simulation-based education program at the DAY VAMC Simulation Center and the CBOCs. Staff in a myriad of roles will benefit from practice improving their communication skills with Veterans by training with this simulator. These unique features are an advancement in the incorporation of speech recognition which addresses a gap in the features of other human patient simulators on the market. It provides training for: mock codes, opioid overdose, ear pain evaluation, and suicide risk assessment. Other persons may identify their interest and capability to respond to this requirement by Sunday, December 16, 2018 at 5PM EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.  All information shall be furnished at no cost or obligation to the Government.   A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
