Description
U.S. Bureau of Reclamation, Pacific Northwest Regional Office intends to award a sole-source, Firm-Fixed Price contract to Logisys Corp, 1669-2 Hollenbeck Ave, #239, Sunnyvale, CA 97087. The purpose of this acquisition is to purchase Fan-less LG-P700F computers. The equipment will be used as replacement or new installs in the Generic Data Acquisition and Control System (GDACS) at Grand Coulee Dam, WA. The hydroelectric facilities of the Pacific Northwest Region are being installed with GDACS to control operation of the generators, spillway gates and ancillary systems. GDACS uses IPCs of this type to interface with Programmable Logic Controllers (PLC). GDACS software configuration was designed specifically for the Fan-less LG-P700F Industrial PC. This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopses of Proposed Contract Actions". The statutory authority for this non-competitive acquisition is the Federal Acquisition Regulation (FAR) 13.106-1 (b) for purchases not exceeding the simplified acquisition threshold. Furthermore, in accordance with FAR 6.302-1(b)(1)(i), the item to be purchased is available from only one source. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. A SOLICITATION WILL NOT BE POSTED PUBLICLY. The NAICS code is 334111. The size standard as defined by the U.S. Small Business Administration is 1,250 employees. If any firms believe they can provide this product they must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement, proposal or quote to the driger@usbr.gov within 3 days of this notice. Any information received will be treated as market research information for future or similar acquisitions. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. The U.S. Bureau of Reclamation, Pacific Northwest Region is not responsible for any costs incurred by responding to this notice.
