- SCOPE OF WORK (SOW) Contract Title: Automatic Transfer Switches (ATS) Service Contract. Background: The Chillicothe VA Medical Center (VAMC) plans to award a firm-fixed-price (FFP) to annually take-apart, clean and test the equipment (See Specific Task). The Chillicothe VAMC also requires that the vendor who receives this contract agree to perform service calls within four (4) hours of being notified of failure in the equipment. The service call and cost of any repairs made will not be covered under the cost of this contract. It is only an agreement to be on-site within the four (4) hour window. Scope: The purpose of the contract is to maintain all of the ATSs located throughout the facilities. The failure of a such systems can lead to safety concerns for both patients and staff. The annual maintenance and testing of these devices will help to prolong functionality and identify/prevent emergency situations. Specific Tasks (ST): ST #1: The contractor is to provide all labor, materials and supervision in order to provide annual ATS inspections that consist of the following (Once the month of the initial inspection is completed during the base year of the contract, all following inspections must be completed in the same month of the following option periods): De-energize the switchgear and engine start signals. Secure and lockout normal and emergency disconnects. Remove the arc chutes and pole covers. Verify and record all sensing and time delay functions in the switchgear. Vacuum clean the accumulated dust from the switchgear and accessory panels. Inspect for moisture or signs of previous wetness or dripping. Remove dirt and grime with an approved solvent. Clean and lubricate TS coil and operator linkage. Inspect all insulating parts for cracks or discoloration due to excessive heat. Inspect all main arcing contacts for excessive erosion. Inspect all main current carrying contacts for pitting and discoloration due to excessive heat. Perform contact resistance test on normal and emergency main contacts. Inspect and clean all add-on panels and accessories. Re-install arc chutes and pole covers. Manually operate the main transfer movement to check proper contact alignment, deflection gap and wiping action and control contact operation. Check all cable and control wire connections to the transfer switch control and sensing panel and other system components and tighten if necessary. Reconnect Engine Start. Re-energize the switchgear and conduct a test by simulating a normal source failure. Perform millivolt drop readings across normal and emergency main contacts during transfer test. Download event log and ATS Settings (Group 5 Controller only) Prepare Computer Generated Report* of inspection for each piece of equipment and submit to customer. Remove all necessary covers prior to thermographic inspection. Use appropriate caution, safety devices, and personal protective equipment. Description of equipment to be tested. Discrepancies. Temperature difference between the area of concern and the reference area. Probable cause of temperature difference. Areas inspected. Identify inaccessible and/or unobservable areas and/or equipment. Identify load conditions at time of inspection. Provide photographs and/or thermograms of the deficient area. Provide recommended action for repair. Inspect distribution systems with imaging equipment capable of detecting a minimum temperature difference of 1 C at 30 C. Equipment shall detect emitted radiation and convert detected radiation to visual signal. This is only an agreement as to time. The cost of these service calls and any parts or labor provided are not changeable to this contract. This cost will only be chargeable to a purchase order issued by a warranted contracting Officer (CO) or by an authorized Purchase Card (PC) holder. Performance Monitoring: Performance will be monitored and reported the CO at the end of each contract period or when performance has not been compliant and the contractor has not resolved the issue working with the Chillicothe VAMC staff. Security Requirements: The contractor shall require all employees (while on-site) to obtain and wear visitors badges while performing under this contract. The badges will be by the Engineering Dispatch within building 21. All routine testing, inspection and maintenance will be scheduled with the COTR or Electric Shop Supervisor one (1) week prior to planned time. No shutdown or breakdown shall continue for longer than 40 hours after beginning. The contractor shall perform duties in compliance with all local, state and federal regulations and directives. Other Pertinent Information or Special Considerations: The government reserves the right to inspect and repair any equipment covered under this contract if capable of doing do.
