- Request for Information Veteran Facing Services Applications This is a Request for Information (RFI) only. Do not submit a proposal. This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. In November 2018, DSVA migrated Vets.gov functionality and plain language content into the VA.gov domain and started the process of seamlessly linking to content and services on other VA sites. This migration effort took place under a different effort. The Veteran-facing Services and VSP delineated in this Contract reflect this migrated state. The work of this Contract is to advance the Digital Modernization Strategy by ensuring that the current Veteran-facing Services and VSP continue to deliver the modern digital experience Veterans have come to expect on Vets.gov. It is requested that all companies interested in participating in this effort please note their interest and submit responses to the items listed below. If interested please provide the following: Please indicate whether you are a Service-Disabled Veteran-Owned Small Business (SDVOSB) or a Veteran-Owned Small Business (VOSB), and if so under which North American Industry Classification System (NAICS) Code(s) are you considered a Small Business (as stated in the System for Award Management (SAM) Database). A capability statement based on the requirements in the Draft PWS. Please limit capability statement to 5 pages. Does the Draft PWS provide enough information to price as Firm Fixed Price (FFP)? If not, what additional information would be needed? Also, please provide any additional suggestions on how to price this effort, or on a suggested contract type if not FFP, and what information would be necessary to support that suggestion. Any questions or comments on the Draft PWS. Any Contract Vehicle of which you are a part of that can be used to acquire your services as well the company business size and status you fall under for each vehicle (if different from the above). Instructions for Submitting Questions and the RFI Response: The VA Technology Acquisition Center points of contact for this RFI are Contract Specialist, Kelly Reale and Contracting Officer, Joshua Cohen. Submit any questions to this RFI directly to Kelly Reale at Kelly.Reale@va.gov and to Joshua Cohen at Joshua.Cohen2@va.gov.
