Description

The purpose of this amendment is to change the authority to procure on a sole-source basis and to revise the overall requirement quantities. This is a notice of intent to negotiate and award a sole source contract pursuant to 10 U.S.C 2304(c)(1) and implemented by FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. This synopsis is for information purposes only. However, all responses received by no later than the stated response date of this amendment will be considered by the Government. The Naval Air Warfare Center - Aircraft Division, Lakehurst (NAWC-AD LKE) intends to negotiate and award, on a sole source basis, a 5-year, firm-fixed-price, Indefinite-Delivery / Indefinite Quantity (ID/IQ) contract for the procurement for a maximum quantity of (28) Aft Air Transport Shoring Jacks, Part Number (P/N) 1231-1100 for the MQ-8B Unmanned Aircraft System (UAS) Program to Dutch Valley Supply Company, (CAGE: 31068), a small business, of Lawrenceville, GA. This specific Aft Air Transport Shoring Jack is integral for the full complement of Support Equipment needed for transportation of the MQ-8B UAS. The Aft Air Transport Shoring Jack is required to support the air vehicle suspension during truck and air transport for the MQ-8B Unmanned Aircraft System (UAS). It is also used when performing the AV squatting procedure on the MQ-8B UAS. The Aft Air Transport Shoring Jack is a commercial item distributed by Dutch Valley Supply Co. It provides the height range and low height required to perform this procedure, 8.6" low height with a 15" hydraulic range for up to 23.6" plus a 3" extension screw for a max height of 26.6". This Aft Air Shoring Jack is a three-stage hydraulic jack with spin-down lock nuts. The Aft Air Transport Shoring Jack interfaces with the Air Vehicle's aft jacking hard point. The Original Equipment Manufacturer of the Aft Air Transport Shoring Jack is the Columbus Jack Corporation (CAGE: 00994) which has been bought by Tronair, Inc.(CAGE: 59603). Tronair, Inc. does not sell this item to the Government but they authorize Government sales through their distributor, Dutch Valley Supply Company. Tronair, Inc. owns proprietary rights to the technical data and drawings. The technical data is necessary to ensure that the correct materials, dimensions, tolerances, performance requirements/limitations, and interfaces are used to enable safe and effective maintenance on the MQ-8B UAS. The Government does not possess the technical data that is required to enable a competitive procurement. All vendors must be registered in the Systems for Award Management (SAM) Database. The internet website is https://www.sam.gov/portal/public/SAM/. It is mandatory to register with the SAM as your Data Universal Numbering System (DUNS) Number and your Commercial and Government Entity (CAGE) code will be required to conduct business with the Department of Defense. Responses must be received by no later than the stated response date of this amendment. While this notice of intent is for informational purposes only, and not a request for competitive proposals, if a party believes they can provide this support, they may submit their technical capability, which shall be considered by the NAWC-AD LKE. The Government will not pay for information received. The Government retains the right not to compete this requirement based on responses to this notice. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. No solicitation will be available for this procurement.
