- Page 1 of 1 The Department of Veterans Affairs, West Haven VA Health Care System, intends to negotiate on a sole source basis, pursuant to FAR 6.302-5, with their academic affiliate, the Yale Center for Analytical Sciences for statistical services in support of their research activities. The West Haven VA PRIME Center (Pain Research, Informatics, Multimorbidities, and Education Center) conducts research and ancillary activities to promote improved quality of life and reduce symptoms burden for Veterans with pain and associated chronic conditions. The multiple projects that encompass the PRIME center s multiple activities require support by highly qualified professionals in the fields of informatics, computer databases and servers, educational content management and research project implementation, management and evaluation. Local VA staff cannot fully cover the needs of PRIME Center and other VA funded projects. YCMI s informatics have extensive previous experience working with VA investigators, databases, networking systems and servers. The informatics experts will design, customize and program custom medical databases and applications, extract and create datasets for statistical analysis, provide expertise in educational content design, clinical trials, epidemiological studies, survey design, exploratory data analysis, natural language processing and big data mining to support the needs within the PRIME Center. This is a notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than Friday, December 14th,4:00, EST. Interest/capability statements may be sent to Lynn Portman at lynn.portman@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
