Description
Pursuant to FAR 13.106-1(b) and FAR 13.5 which allows for simplified purchasing, the USDA Animal and Plant Health Inspection Service (APHIS) Plant Protection and Quarantine (PPQ) division intends to award a sole source supply contract in that only one source and no other supplies will satisfy agency requirements. The intended contract will be a 3-year, firm-fixed price, IDIQ requirements ordering-type contract (NTE $719,100) with FAXITRON BIOPTICS LLC, 3440 E BRITANNIA DR, STE 150, TUCSON, AZ, 85706-5006. The USDA-APHIS-PPQ Exclusion and Imports program headquartered in Raleigh, NC has a requirement for table-top cabinet x-ray imaging systems to screen imported seeds and other agricultural commodities for pests. The detailed statement of work/specifications and sole source justification documents are attached. The requirement is for up to 9 table-top cabinet x-ray imaging systems with energy range between 10-50 kV and maximum 1.0 mA current. The USDA intends to use the equipment for detecting plant pests in commodity samples at PPQ field Plant Inspection Stations and Customs and Border Protection (CBP) quarantine inspection facilities across the country. Commodities such as seeds, fruits, vegetables, and wood products will be screened to identify abnormalities created by insect feeding. X-ray imaging is a useful method for pest detection because it is not destructive to the commodity. We require detailed images with high resolution and 8x magnification capability to see subtle abnormalities in seeds and other commodities. The requirement is essential to meeting the government's needs.
