- The USPFO for Ohio Purchasing and Contracting Office, intends to issue an Invitation for Bid (IFB) to award a single firm-fixed-price contract for Project Nos: 3918006, 3918005 and 3918040, Newark Ohio Site Demolition, The Ohio Army National Guard (OHARNG) has a requirement for the demolition and hazardous material abatement of five (5) buildings, and one (1) new electrical service entry in accordance with the Performance Work Statement (PWS). Project is located at 1297 Hollar Lane, Newark OH 43055. Buildings include: CSMS1 Bldg. (48,125 SF); GP Storage Bldg. 00010 (424 SF); GP Storage Bldg. 00011 (3,425 SF); USPFO Warehouse Bldg. 00012 (48,709 SF) and USPFO Parts Warehouse Bldg. 00013 (30,814 SF). Project calls for the demolition and removal of buildings, structures and all debris from the site; abatement and disposal of hazardous materials before demolition, disconnecting, sealing and capping site utilities; grading and restoration. The contract duration is 180 days after Notice to Proceed (NTP). The magnitude of this project is between $1,000,000 and $5,000,000. The North American Industry Classification System (NAICS) code for this work is 238910. This project is 100% set aside for Small Business. The size standard is $15,000,000 annual revenue for the previous three years. The project is located in Newark Ohio, Licking County. In accordance with FAR 19.5 Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement. Small Business concerns who believe they can responsibly perform this requirement should complete and submit the attached "Sources Sought Information Request Form" to the Contracting Officer/Specialist no later than 4:00 PM EST, December 21, 2018. Your attention is directed to FAR Clause 52.219-14 LIMITATIONS ON SUBCONTRACTING paragraph (c)(1) which states By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for (1) "Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern". This demolition is a Service as no construction will take place on the site in the near future after the demolition is complete. Note; all contractors must be registered in the System for Award Management (SAM) with DFAS Representations and Certifications completed, in order to receive a contract from any DOD activity. Reponses will not be returned. The information will be used to conduct market research to identify qualified, experienced, and interested potential sources and commercial practices in support of the government's requirements. Respondents will not be notified of the results of the evaluation. The Government does not intend to award a contract based on responses received under this announcement. Contact with Government personnel, other than those specified in the sources sought, by potential offerors or their employees regarding this requirement is not permitted. This is not a request for proposal or invitation for bid. It is not to be construed as a formal solicitation or an obligation on the part of the government to acquire any products, construction, or services. The information requested by this RFI will be used within the Ohio National guard to facilitate decision making and will not be disclosed outside the Federal Government. Any information provided to the government is strictly voluntary and will be provided at no cost to the government. The Government reserves the right to decide whether or not a small business set aside is appropriate base on response to this notice.
