Description
This contract is required as it is driven by policy to implement a middleware solution that meets the current policies on information security and will allow for the implementation of new processes released from the National VistA applications group developing laboratory enhancements. The current middleware solution fails to meet the needs of the VA due to the FTP protocol utilized by the hardware to send and receive data between Vista and the laboratory analyzers. The current middleware solution will also be inadequate to support the implementation of the blood bank interface, microbiology interface and the auto verification enhancements was released in the Fall 2016. The Data Manager project was started September 30, 2016 under contract VA244-16-P-7033. The project was only completed to mile stone 2, before work was halted due to staffing issues within the Pathology and Laboratory department. The following information is to be used for the completion of the original contract. Salient Characteristics: The selected vendor will provide a middleware product that is compatible with nationally released patches and implementations. The selected vendor will install the latest released version of instrument manager onto customer provisioned IM production, hot backup, report, and test servers and assist with database and soft license migration as needed. The selected vendor will assist with archiving set up on the IM production server. The selected vendor will assist with installing IM thin client application on identified workstations. The selected vendor will assist with user s security set up. The selected vendor will assist with interfacing of Vista test system with IM test system. The selected vendor will assist with the installation and setup of the nationally approved Vista auto verification driver. The selected vendor will assist the customer with initial connectivity of up to 22 analyzers. The selected vendor will ensure that a result is successfully sent to Vista for all analyzers. The selected vendor will provide rules training for 2 customer resources. The selected vendor will design and implement auto verification rule sets for 2 unique instrument workflow configurations, for hematology and chemistry, based on data provided from lab SOPs. The selected vendor will provide dedicated go-live assistance. 4. Scope. This contract includes all of the costs, instrumentation, and training associated with installing and implementing an instrument manager production, hot backup, reports and test servers. This contract is specifically for the use of the Pittsburgh VA Medical Center Pathology and Laboratory Medicine service. The term of this agreement shall continue until all services are completed. 5. Specific Tasks. This contract is required to upgrade the current middleware solution to a solution which is recognized nationally as meeting the needs of the VA for information security as well as for implementing future Vista enhancements. 5.1 Task 1 Technical and Field Service 5.1.1 Subtask 1 Technical Service. Performance Monitoring It will be the responsibility of the Pittsburgh VA Medical center PATHOLOGY AND LABORATORY MEDICINE SERVICE to monitor all performance issues with the vendor. Timely delivery of supplies, prompt and professional technical service, Mon-Fri, will be evaluated and compared to the terms of the contract. 7. Security Requirements In accordance with VA policy, contractors storage, generation, transmission or exchanging of VA sensitive information requires appropriate security controls to be in place. This is an acquisition or purchase of commodities, goods (e.g. equipment or software), and technical/field service support to maintain the analyzers. VA sensitive information is involved in the course of these procedures (see Appendix A). 8. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). VA Pittsburgh is required to provide four IM servers meeting hardware sizing recommendations. VA Pittsburgh is required to provide 16 Lantronix single port device servers. It is the policy of the Pittsburgh VA Medical Center laboratory to encourage and actively solicit competitive bids from all vendors competing for similar business. a. Identification of Possible Follow-on Work. Not Applicable b. Identification of Potential Conflicts of Interest (COI). Not applicable. c. Identification of Non-Disclosure Requirements. This is an acquisition or purchase of commodities, goods (e.g. equipment or software), and technical/field service support to maintain the laboratory information system. VA sensitive information is involved in the course of these procedures. d. Packaging, Packing and Shipping Instructions. There is no special packaging and shipping instructions required. All items are shipped as per the vendor s specifications to ensure quality of products and goods. e. Inspection and Acceptance Criteria. All received products and goods are examined for quality and acceptability without exception. Acceptable products are signed for by the laboratory. 10. Risk Control No additional risk will be undertaken by the laboratory as compared to any other vendor or method. 11. Place of Performance. The equipment and supplies will be located at University Drive biomedical department and throughout the laboratory at 2 NW101, 2 NW108, and blood gas labs (3rd floor, 5th floor). Contractor travel expenses are included. 12. Period of Performance This contract will be valid until fully implemented and all services are completed. The start date of this contract should begin prior to February 1, 2019. 13. Delivery Schedule. All required items will be ordered as needed directly by vendor. All vendor shipped items will be delivered in a vendor determined format. *VA intends to sole source this requirement to Data Innovations. Data Innovations is the only vendor that can continue the work that was suspended due to staffing issues and is the only vendor capable of completing the installation of its software solution.
