Description
Veterans Health Affairs, Network Contracting Office 5, is issuing this Notice of Intent to Sole Source in order to identify any potential sources that have the resources, and capabilities provide a comprehensive vehicle for Examination Facilities and Gynecologic Teaching Associates (GTAs) to the Veterans Health Administration (VHA) in support of the execution of two (2) VHA Women s Health Services Mini-Residencies (WHMR)SERVICES REQUIRED WHMR training consists of lectures, use of task trainers, and conduct of Women s Health specific clinical examinations. The lecture presentations and task trainers are held at a conference site that is located not more than 45 minutes from a major airport, through a separately awarded contract. Training through clinical examination are a critical and essential component of the WHMR. The requirement exists for these to be conducted in a realistic clinical setting at a location that is not more than a 30-minute drive by bus from the conference facility site. Extensive market research was done nationwide and no other single facility who had sufficient capacity (i.e., 1 Pre-Examination Briefing Room, 1 Post- Examination Briefing Room, 1 General Purpose Meeting Room, and 10-12 Examination Rooms) within the defined geographical area responded. Due to insurance and liability policies, USF cannot allow external GTAs to provide services on USF campus and requires that all GTAs or other standardized patients are contracted through their institution. Additionally, logistical support related to simulation equipment is provided by the Simulation Learning, Education and Research Network (SimLEARN). The simulation equipment is currently stored in SimLEARN s staging facility in Orlando. SimLEARN staff supports the mini-residency program by maintaining inventory of the simulation equipment including purchasing of new or replacement equipment and consumables and by assisting with set-up and daily maintenance of equipment during the Mini-Residency. Additional cost savings related to shipping of equipment are realized by having the program within driving distance of Orlando. Delivery of the specific facilities / equipment, and GTAs must be provided as a single integrated training package, close to the conference location site for the WHMR thus fulfilling the FAR 6.302-1 requirement for Only One Re sponsible Source and No Other Supplies or Services will Satisfy Agency Requirements.
