- The South Texas VA Health Care System (STVAHCS), located in Amarillo, Texas is seeking Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) sources is authorized to provide the requirement listed below. The acquisition will be accomplished using commercial item procedures in accordance with FAR Part 12. NOTE: TO QUALIFY SDVOSB AND VOSB VENDORS MUST BE CERTIFIED IN THE VA VENDOR INFORMATION PAGES (VIP) DATABASE. The North American Industry Classification System (NAICS) is 621511. Any SDVOSB or VOSB firms who wish to identify their interests and capability to provide this product must provide product specifications, performance and delivery information by notifying the Contract Specialist no later than 9am Central Time, December 11, 2018. STATEMENT OF WORK (SOW) Estimated budget $4000 -$5000 Scope VA is seeking an authorized contractor to provide Quality Assurance software to manage laboratory operations, including pre-analytical, analytical, and post-analytical sample processing and non-clinical tasks such as equipment maintenance and specimen archiving reports for Pathology & Laboratory Medicine Service at Audie L. Murphy VA Hospital. The contractor provides the following services : Salient Characteristics: Up to 34 statistical modules depending on version, meeting all CAP and CLIA 88 requirements for validating and evaluating methods. Four Lab Management modules. 21 CFR Part 11 (Audit trail) compliance Definition of user groups to control access to specific projects. For example, chemistry users at site A will not be able to access hematology data at site B. Access may be password-controlled. Built-in backup and restore Copy data to and from spreadsheets Many ways to capture data from instruments so you can import your data without having to enter it manually. Productivity Tools have the following Salient Characteristics: Perform calculations for 100 or more experiments at one time. Organization of results so you can see instantly those that passed and failed. Acquire data for instruments via middleware connectivity, files generated from instrument or files generated from LIS systems allowing you to import thousands of results into almost any statistical module and generate reports in a few minutes. Importing data directly from laboratory instruments or from files generated by laboratory instruments. Composite reports function allows you to combine reports from all statistical modules into one consolidated file for easy access and retention Trueness module that can assist laboratories which participate in External Quality Control (EQC) or External Quality Assurance (EQA) programs to quantify their bias compared to their peer group. The Trueness module also evaluates uncertainty using available bias and precision components. Also, includes a Sigma calculation to determine if a method conforms to a Six-SigmaTM standard of performance. A scaled version called EP Evaluator COFRAC that will provide laboratories with the appropriate statistical modules need to seek or maintain accreditations with the Comité Français d Accréditation (COFRAC) Enhanced data acquisition utility to import data directly from external middleware and/or LIS systems. The data collected from the software does not include patient information and solely aids in preparing statistical data reports for Quality Assurance purposes. There is no interface with any Veteran s Affairs systems. Location These services will be used by Laboratory Section Supervisors in the Pathology and Laboratory Medicine Service s San Antonio Laboratories of the STVHCS. Period of Performance 1/08/2019-01/08/2020 Deliverables/Supplies EP Evaluator Standard Version Core Software Subscription. Government Inherent Functions: Contractor shall not perform inherently governmental functions. This includes, but is not limited to, determination of agency policy, determination of Federal program priorities for budget requests, direction and control of government employees, selection or non-selection of individuals for Federal Government employment including the interviewing of individuals for employment, approval of position descriptions and performance standards for Federal employees, approving any contractual documents, approval of Federal licensing actions and inspections, and/or determination of budget policy, guidance, and strategy. General Duties, Requirements, and Expectations: Be professionally competent to handle required duties. Work with staff to ensure safety measures are in place and documented. Services provided under the terms of this contract are required to be in compliance with the American Association of Blood Banks (AABB) and College of American Pathologists (CAP) accreditation policies and all applicable Federal, State and Government laws required by the Veteran s Healthcare System Information Systems Officer, Information Protection: The contractor will not have access to VA Desktop computers nor will they have access to online resources belonging to the government while conducting services. If removal of equipment from the VA is required, any memory storage devices, such as hard drives, solid state drives and non-volatile memory units will remain in VA control and will not be removed from VA custody. Privacy Officer: The contractor will not have access to Patient Health Information (PHI) nor will they have the capability of accessing patient information during the services provided to the VA. Records Manager: There will be no federal records created, maintained, used or dispositioned with this contract; regardless of format [paper, electronic, etc.] or mode of transmission [e-mail, fax, etc.].
