- Page 1 of 2 This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. Purpose and Objectives: Your responses to the information requested will assist the Government in determining the appropriate acquisition method. NAICS code: 541990 and size standard is $15M. NOTE: This is a Total Small Business set-aside. Respondents claiming SDVOSB and VOSB status must be registered and CVE verified in VetBiz Registry www.vetbiz.gov. Project requirements: This requirement is for RESPIRATORY MASK (N95) FIT TESTING at the VAMC Memphis, TN. The purpose of Respiratory Mask Fit Testing is to insure employees are issued the correct mask and trained to effectively use it. All contract field personnel engaged in mask fit testing shall be trained in accordance with current regulations. The contract field employee must have adequate experience and/or training to perform mask fit testing in both qualitative for N95 and quantitative for N95, Half-Face, Full-Face, and other NIOSH approved respirators. Project Tasks Tasks 1 Ergonomic Assessments CONTRACTOR shall complete the following: Fit test employees one day per week for three hours. The contractor shall ensure that persons administering Qualitative Fit Test (QLFT) are able to prepare test solutions, calibrate equipment and perform tests properly, recognize invalid tests, and ensure that test equipment is in proper working order. Contractor will train Memphis VA Medical Center employees on the respiratory protection program in respirator use, limitations, don/doffing, Seal check, storage and maintenance. Contractor shall provide a calibrated quantitative fit testing instrument equivalent to a TSI Porta Count for half face and full-face respirator fit testing. Contractor will be required to occasionally quantitatively fit test an employee that uses an N95. Examples of possible situations are: claustrophobic, allergic to saccharin, overly sensitive taste buds, or employee request to know the exact protection factor. Contractor field employees that provide the mask fit testing should have completed OSHA s Respiratory Protection Course #2225 or equivalent. The OSHA course is approximately 24 hours and covers the requirements for the establishment, maintenance, and monitoring of a respirator program. The general course objectives include: 1. Identifying and describing the major elements of an RPP following 29 Code of Federal Regulations (CFR) 1910.134, Respiratory Protection Standard. 2. Discussing technical aspects for the proper selection and use of respirators. 3. Evaluating compliance with 29 CFR 1910.134.102. 4. Conducting exercises on respirator selection. 5. Discussing and performing hands-on training on qualitative and quantitative fit testing. 6. Use of a large array of respirators and support equipment through hands-on training. 7. Training certificates shall be given to Memphis VA Medical Contracting Office Representative (COR). Anticipated period of performance: Base year and 4 one-year options. Information sought: Response to this announcement shall not exceed 10 pages and should include the following information: (1) A tailored capability statement indicating the firm s ability to provide a product and related services; (2) The respondents DUNS number, organization name, address, point of contact, and size and type of business (e.g., SDVOSB/VOSB, etc.) pursuant to the applicable NAICS code; (3) Information should be provided electronically in a Microsoft Word or Adobe PDF format.
