Description

The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6, Hampton VA 23667, intends to negotiate a sole source Firm-Fixed Price contract for the procurement of two brand-name Tecniplast Sealsafe Plus racks, one Smart Flow air handling unit and additional cage setups for the Hunter Holmes McGuire VA Medical Center with Tecniplast USA Inc., in accordance with 41 U.S.C. §3304(a)(1) as implemented by FAR 6.302-1 Only One Responsible Source. This is not a request for competitive offers and no solicitation is available. Market research has determined that these items are highly specialized, are only available from a single source without an unacceptable delay or duplication of cost and no other type of items will satisfy agency requirements. The Government intends to award the contract with an effective date of 7 December 2018 to Tecniplast USA Inc., 1345 Enterprise Dr. STE 2, West Chester, PA, 19380-5964. DUNS: 005549881. This is a Brand-Name Only requirement to satisfy the minimum requirements of the Richmond VAMC Research Department. Multiple investigators at the Hunter Holmes McGuire VA Medical center use rats for their research models. The facility currently uses the Tecniplast SealSafe Plus individually ventilated caging for mice which possesses three air handling units and 8 racks for mouse caging. All rats are currently housed in conventional caging with filter tops. The ventilated racks increase protection from allergens providing a safer work environment for the animals and the VMU staff utilizing HEPA filters for supply and exhaust air. The Tecniplast rat and mouse caging systems share water bottles, sippers, cage card holders and air handling units so using the same system for both rats and mice will allow for greater efficiency during cage changes and monetary savings in the future. The Tecniplast cages offer specifications required by the Richmond VAMC facility that other systems do not. Most importantly, this system shares water bottles, sippers and cage card holders with the current system in use for mice. The air handling unit is also the same and can be used with either system. Finally, Richmond currently has a variety of hoses, connectors and replacement parts that would also work with this system. The large cage floor space is not found with other caging systems. This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals.
