- The NAVSUP Fleet Logistics Center (FLC) Norfolk, Philadelphia Office intends to solicit to Advanced Concepts and technologies International, LLC (ACT-I) on a sole source basis to fulfill the Joint Staff J-39 Deputy Directorate for Global Operations (DDGO) requirement to develop consistent Electronic Warfare (EW), Information Operations (IO) policy and doctrine for the Joint Staff, Combatant Commands, and Joint Task Forces (JTFs). The contractor will assist the Joint Staff J-39 with formulating Joint EW and IO policies and procedural controls and promote development of Joint EW and IO education and training requirements. The issuance of a firm, fixed-price award with a period of performance of 13 January 2019 through 08 March 2019. To perform the required services, the contractor ™s analysts must have experience in Joint EW force structure and strategic laydown and must possess comprehensive knowledge of joint EW operations core, supporting, and related capabilities. In addition, the analysts must have experience in developing and coordinating Joint Information Operations training, education and operational policies and doctrine for the Department of Defense. Analysts must also possess final adjudicated TS-SCI clearances, not TS-SCI eligible clearances. FLCN ™s intent is to process this requirement on a sole source basis to ACT I. ACT-I ™s personnel possess EW and IO expertise to execute the J-39 ™s requirement without a disruption in mission support. ACT-I ™s personnel also possess final adjudicated TS-SCI clearances. Based on the foregoing, ACT-I is the only source able to satisfy the instant requirement by 13 January 2019. The applicable North American Industry Classification System (NAICS) Code for this requirement 541990. The applicable Product Service Code (PSC) for this requirement is R425. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties may identify their interest and capability to respond to the requirement and may submit information that shall be considered by NAVSUP FLC Norfolk, Philadelphia Office. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. The Government will neither award a contract nor pay for information in response to this notice.
