- Synopsis: THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES: This is a Notice of Intent to Award a Sole Source purchase order under Federal Acquisition Regulation Part 13.106- 1(b). The U.S. Environmental Protection Agency (EPA), Office of Acquisitions Solutions (OAS) Washington, D.C. intends to award a Sole Source purchase order to JEOL USA, Inc. It has been determined that JEOL is uniquely qualified to satisfy the Government ¿s requirements. It is required for the JEOL JSM- 6460LV Scanning Electron Microscope to have a service maintenance contract so that the instrument can be in good working condition at all times. The service contract will cover not only repairs within 1-2 days, but preventive maintenance, which is required every year. This will help ensure timely completion of civil and criminal projects. The preventive maintenance also includes calibration of the instrument, which will enable the collection of accurate data. JEOL USA, Inc. is the company that manufactures the JSM-6460LV Scanning Electron Microscope and is the best source of service for this instrument. JEOL USA, Inc. is the only source for manufacturer replacement parts for the JSM-6460LV Scanning Electron Microscope. Performance issues are best known by the service engineers of the company manufacturing these instruments. A service provider other than the manufacturer cannot readily access this information or even acquire any service issue updates relevant to the instrument. Notwithstanding, any firm who believes it is capable of meeting EPA ¿s requirement as stated herein may submit a capability statement, by December 5, 2018 at 12pm. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the government. Please send your response to: irby.kenneth@epa.gov.
