Description
The U.S. Department of the Interior (DOI), Interior Business Center, Acquisition Services Directorate (AQD), on behalf of the DOI, Office of the Special Trustee for American Indians (OST), intends to modify Contract D17PC00312 awarded to Tuknik Government Services (TGS) under Federal Acquisition Regulation (FAR) Subpart 13.5 as a total Indian Small Business Economic Enterprise set-aside. As this was an acquisition conducted under the authority of Simplified Procedures for Certain Commercial Items, the statutory authority permitting the sole source modification is 41 U.S.C. 1901 as implemented by FAR 13.501(a)(1)(ii). The modification is to add tasks related to those already performed by TGS under their current contract. The scope of the new work required under this modification is a collective continuation of the existing work performed by TGS and is supporting the implementation of Innovest ¿s InnoTrust application which is the new Trust Funds Accounting System for OST. This modification will serve to add a supplemental scope of work to the contract that will provide contractor support in the reformation of ten existing applications developed in house for the conversion from the SEI Trust Funds Accounting System to the Innovest ¿s InnoTrust application. The applications are: Control Log, Indian Trust Systems Queries, Debit Card Set Up, Manual Lease Disbursing, Account Modifications, 1x Disbursement, National Change of Address Updates, Return Disbursement, Expired Checks, and Explanation of Payment for Oil & Gas Statement Generation. All are expected to be completed by March 29, 2019. This modification also includes assistance in the redevelopment of other applications into the OST ¿s Amazon Web Services infrastructure. This effort will support the creation of an OST data warehouse to include other OST and Department data sources and to help define a Business Intelligence reporting service. Assistance in moving the data warehouse to the OST AWS cloud is also included in this effort. Assistance in the conversion of ColdFusion applications to prevailing and agreed to web application software within the move to the cloud, or other products is also included. These other applications include: Control Log, Staffing Directory, Conference Room Scheduler, OST Dues ¿ PDST Tasking System, Solicitor Tracking System, BFA work order and supply order system, TAAMS ITSQ Reports, TBCC Report metrics, AIRR Box Content Verification, OST Vehicle Check-out, Tax 1099, and the WIT suggestion process. Competition is not available as the level of effort already expended by TGS to analyze and review 500,000 lines of code, would be cost prohibitive to the Government for a new contractor to be able to gain the knowledge and understanding to perform successfully and within the critical schedule. OST has invested a significant amount of funding already into this development lifecycle project. Should a new contractor come in at this point and take over performance for this supplemental work, it places the project schedule at a significant risk of failure and would require duplication of multiple efforts. The Government anticipates this modification will be a Firm-Fixed-Price with initial critical deadline of March 29, 2019 and then performance through September 19, 2019 and into Option 2, if exercised. It is the Government ¿s intention to modify the contract with TGS. This notice of intent is not a request for competitive quotes. It is not a solicitation or a request for quotes from Indian Small Business Economic Enterprises. A Request for Quotation (RFQ) package is not available. Any response, which will only be considered from Indian Small Business Economic Enterprises, to this notice, must show clear and convincing evidence that competition would be advantageous to the Government again as set-aside to Indian Small Business Economic Enterprises. No other socioeconomic category shall be considered. A determination by the Government not to compete this modification based upon responses from only Indian Small Business Economic Enterprises (ISBEE) to this notice is solely within the discretion of the Government. Responses from any other size businesses shall not be considered. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. AQD will not be responsible for any costs incurred by an interested party responding to this notice. This notice in no way obligates the Government to complete the modification.
