- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation 140R3019Q0004 is issued as a request for quotation (RFQ) in accordance with FAR Part 13, Simplified Acquisition Procedures. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 2005-100. (iv) This requirement will be total small business set aside. The associated North American Industrial Classification System (NAICS) code this acquisition is 332410 Power Boiler and Heat Exchanger Manufacturing. The small business size standard in number of employees is 750. (v) Line Items - 010 - Generator Bearing Heat Exchangers - Qty: 20 (vi) The Bureau of Reclamation (BOR) Lower Colorado Dams Office (LCDO) has a requirement for the supply and delivery of twenty (20) generator bearing heat exchangers. The specifications are as follows: - Heat exchanger's diameter is approximately 6" - Overall housing length is approximately 53 & 1/8" - Two 1 1/2" NPT water connections on one end - Two 2" NPT oil connection ports approx. 44 1/2" apart - Shell and 3/16" cooling tubes are stainless steel - Four-Pass heat exchange configuration - Shell and tube pressure rating is 240 PSIG - Shell and tube temperature rating is 400 degrees F - Drain with threaded plug on the shell - Prime (paint) the heat exchanger exterior and mounting carbon-steel hardware - Supply mounting brackets and hardware - Weight is approximately 150 pounds It is anticipated that the Government will award a Purchase Order resulting from this solicitation to the offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. S. Department of the Treasury's Invoice Processing Platform System (IPP). 'Payment request' means any request for contract financing payment or invoicing payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions-Commercial Items included in commercial item contracts. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3-5 business days of the contract award date. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
