- The following information is the slide deck and Government responses to industry questions from the PM MHTV M870A2-S Suspension Upgrade/Installation Industry Day held on 24 October 2018. 1. Will the NATC program report and data from the M870A2-S TD be available to Industry? Government Response - The United States Government (USG) will release the M870 Tech Demonstrator (TD) report to industry prior to or in conjunction with the request for proposal (RFP). The information will be released through FedBizOpps (FBO). 2. What rights is the USG looking for with the TDP? Government Response - The minimum technical data rights required will be in accordance with DFARS 252.227-7013 and DFARS 252.227-7015. The minimum rights the USG desires are Government Purpose Rights. 3. Where will Government testing take place? Government Response - USG testing will not take place at the selected vendor's site. The USG will select a test facility at a later date. 4. Who is responsible for shipping: transport to the Vendor and transport back to the USG? Government Response - Program Manager Medium Heavy Tactical Vehicles (PM MHTV) will work with the Operating Forces (OPFORs) and Marine Corps Logistics Command (LOGCOM) to ship trailers to the Vendor's site. The Vendor will be responsible for shipping upgraded trailers as well as the LVSR ECP Kit directly to the OPFORs and/or LOGCOM. The PMO will ship two (2) LVSR tractors and one (1) MTVR tractor to the Vendor. The Vendor will be responsible for shipping the prime and secondary movers back to the USG upon completion of the effort. 5. Where will the upgrade of the trailers take place? At the contractor's facility or in the field? Government Response - The trailer upgrade will take place at the Vendor's facility. The LVSR ECP will be produced, kitted, and shipped from the Vendor's facility and installed in the field by the OPFORs. 6. Will the USG publish a draft RFP? Draft SOW? Government Response - Yes, the USG plan to post a draft RFP via FBO. 7. Can LVSR meet ride quality for the trailer requirement? Government Response - The ride quality requirements for the prime and secondary movers will remain unchanged. The trailer shock requirements are defined in the P-Spec. The trailer must meet these requirements. Achieved ride quality and shock requirements are identified in the NATC report. 8. Why not provide the P-Spec earlier? Government Response - The USG released a draft P-Spec on FBO on 31 Oct 2018 under solicitation M67854-19-I-0009. 9. Is the trailer TDP available? Government Response - The USG will provide a Level II TDP prior to or in conjunction with the RFP. The information will be released through FBO. 10. Has there been consideration to release the P-Spec prior to the RFP release so that Industry can begin to work this ahead of time? Government Response - The USG released a draft P-Spec on FBO on 31 Oct 2018 under solicitation M67854-19-I-0009. 11. Will the USG tell Industry the locations for reinforcement to the current M870 bed frame? Government Response - No. Trailer must meet all P-Spec requirements. 12. Is there a specific price point limit that the USG is looking for in the cost per trailer? Government Response - The USG is not providing guidance with respect to price per trailer.
