- In accordance with Section 3.2.2.4 of the Federal Aviation Administration (FAA) Acquisition Management System (AMS), the purpose of this announcement is to inform industry of the FAA's decision to extend the Other Transaction Agreements (OTA) and Master Agreements (MA) with the seven (7) UAS test sites through September 30, 2023 pursuant to the FAA Reauthorization Act of 2018 (PL 115-254) enacted October 5, 2018. As part of this extension, the Master Agreement ceiling that is shared by the seven test sites will be increased from $4.8M to $7M. In 2012 Congress passed the FAA Modernization and Reform Act of 2012, PL-112-95 (FMRA) and directed the FAA to take a series of actions to accelerate the integration of UAS into the NAS to include establishing a program for the integration of UAS at six unique Test Ranges (aka test sites). Section 332 (c) of the FMRA directed that in selecting the test sites the FAA Administrator should consider geographic and climatic diversity, consider the location of ground infrastructure and research needs; and consult with the National Aeronautics and Space Administration (NASA) as well as the Department of Defense (DOD). After conducting a market survey and competition, the FAA Administrator selected the following six test sites based on the unique characteristics they offered for UAS testing: (1) University of Alaska, (2) North Dakota Department of Commerce, (3) State of Nevada, (4) Griffiss International Airport, (5) Texas A&M Corpus Christi for the State of Texas, and (6) Virginia Polytechnic Institute and State University. H.R.636 FAA Extension, Safety and Security Act of 2016 (PL 114-190) enacted July 15, 2016, extended the UAS Test Site Program through September 30, 2019. In this legislation, the definition of Program was expanded to include public entities authorized by the FAA to act as an unmanned aircraft system flight test center prior to January 1, 2009 (Subtitle B Section 2201 (7) (B). This added a seventh UAS Test Site: New Mexico State University. The FAA Reauthorization Act of 2018 (PL 115-254) enacted October 5, 2018, extended the UAS Test Sites Program from September 30, 2019 to September 30, 2023. In order to achieve this Congressional mandate the FAA will extend the existing OTAs and MAs with the seven (7) UAS Test Sites and increase the shared ceiling by $2.2 M to $7M.
