Description

The Office of the Comptroller of the Currency, hereby gives notice of their intent to award a contract to MORNINGSTAR INC of 22 WEST WASHINGTON STREET, CHICAGO, IL 60602-1607 on a sole source basis utilizing FAR 13, Simplified Acquisition, procedures in accordance with 41 USC 253(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. OCC has a need for Investment analysis Workstation tool. The MS Advisor Workstation is a robust web-based platform that always provides the latest Morningstar independent stock market investment fund research data. The service is being sole sourced to Morningstar because they offer real-time data information; while other companies don't have, nor offer this vital capability. Potential competitors purchase their data from MS to design their product. This need is unique and exclusive to Morningstar and only Morningstar can fulfill this requirement. This is not a request for competitive proposals; however, all proposals received in writing by December 3, 2018 12:00 pm EST, will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined in this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
