This request is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of potential qualifications of Small Businesses, Service Disabled Veteran-Owned Small Businesses, and Veteran-Owned Small Business firms relative to the North American Industry Classification Code (NAICS) 339112 (Surgical and Medical Equipment Manufacturing). The Department of Veteran s Affairs is seeking small business manufacturer or distributors of small business manufacturers, of functionally equivalent equipment to all the following: 1. Items Needed: ManoScan ESO Z Catheter and Warranty (Quantity) (Part Number) (Description) #1. (Quantity of 2) (3890) (ManoScan ESO Z Catheter) Must be compatible with Manoscan Equipment already working in Madison. Must have 36 channels providing 432 points of measurement to create a pressure image from pharynx to stomach. All sensors must be true circumferential. Must have 18 impedance channels which will display bolus transition from pharynx to stomach. Must have 96 3D channels to provide a 3-dimensional EGJ visualization. #2. (Quantity of 2) (80372) (HRM Catheter Extended Warranty, 1 Year) Must be able to increase number of Uses by 150 (from 100 to 250 Uses) Must increase the warranty time by 1 year (from 1 year to 2 years) These extra features will reduce repair costs of Manoscan Catheters The William S. Middleton VA Medical Center, located in Madison, Wisconsin, 53705 has a need to acquire Two (2) ManoScan ESO Z Catheters and Two (2) HRM Catheter Extended Warranty, 1 Year Each. The William S. Middleton VA Medical Center located in Madison, Wisconsin currently has a working Medtronic Esophageal Manometry System and requires new Manoscan HRM catheters (probes). The ManoScan ESO Z Catheter system is used for esophageal manometry which aids in diagnosis of conditions such as dysphasia, achalasia, and hiatal hernia. The place of performance is Department of Veterans Affairs, William S. Middleton VA Medical Center, 2500 Overlook Terrace, Madison, Wisconsin, 53705-2286. ** To prevent Gray Market Items within the VA, the following is also placed within this source sought notice: ** (a) Gray market items are Original Equipment Manufacturers (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers.   No remanufactures or gray market items will be acceptable.  (b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM.   All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions. (c) The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract.   Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items.   THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION. Please be advised that the Government will not pay for any information submitted under this announcement. The applicable North American Classification System (NAICS) Code for this requirement is 339112 (Surgical and Medical Equipment Manufacturing), and the small business size standard is 1000 employees.
