Description
PERFORMANCE WORK STATEMENT Contract Title: Non-personnel services contract to provide on-site full maintenance, replacement. support, and testing of Cincinnati VA Medical Center s (CVAMC) Aircuity Optinet System. Background: The CVAMC s Aircuity Optinet system needs continual support, monitoring and repairs to maintain acceptable functionality and monitoring. The government would like a service contract to cover all components (see specific task # 1), software and labor required to maintain/update/test the system under on firm fixed price contract. Scope: Provide all services/supplies outlined in the Specific Task section below to maintain the CVAMC s Aircuity Optinet system. Specific Tasks: Specific Task #1: The contractor shall repair/replace/upgrade all system components, parts, software and consumables that have been found to be/have defective/outdated/failed. These services should include, but are not limited to the following: Maintain all components of the Optinet System in Buildings 14 and 15 in optimum condition including: filter cartridges, sensors, vacuum pumps, and UPS battery backup. Components shall be replaced if cannot be returned to optimal running state. Ensure interface to the Building Automation System is properly functioning and the BAS responds to any command from the Optinet System to increase or decrease air flow depending on the air quality readings in a room. Perform interface verification and updates. Perform filter cartridge changes as necessary. Perform operational verification of pumps. Perform calibration and operational verification of sensor devices. Replace Particulate, Carbon Dioxide, Humidity, and Total VOC sensors replaced in the Building 14 and 15 Aircuity panels every six months. The panel s HEPA filter cartridge shall also be replaced. Perform Vacuum Decay Procedure on the Optinet Systems to check and repair for leaks or communication errors. Verify flow rate in the sensor suite transports and sensor bays. Provide Software Obsolescence Protection (SWOP) and provide any software updates. 24x7 support for Critical Issues that do not allow the system to properly detect air quality. Graphical view via a portal showing current status and relevant data points of the air quality in various rooms along with continuous trending and graphing of performance management, building efficiency and cost savings versus pre-optimized levels Work shall be done by personnel certified by the Aircuity to work on the Optinet system. The personnel shall produce certification to VA personnel upon request. Specific Task #2: The contractor shall provide documentation for each service call that address the below criteria at the very minimum: Date and time of the contractors' started work Type, model, and serial number(s) of all equipment on which service was performed Total time of performance period, excluding travel time Detailed narrative description of reason for service performed to include reported problem and cause of problem (When applicable) Complete list of parts replaced (When applicable) Date and time equipment was returned to serviceability. Performance Monitoring: The CVAMC will maintain constant supervisor of the system to ensure its full operation capability and will contact the contractor if a problem arises. Security Requirements: The contractor will need to acquire a visitor badge for each worker when onsite, and ensure that the badge be worn in a visible location on the worker at all times while on the premises of the VA property. Due to parking limitations at the Cincinnati VA, the contractor shall park offsite. Possession of weapons is prohibited. Enclosed containers, including tool kits, shall be subject to search. Violations of VA regulations may result in a citation answerable in the United States District Court. Smoking shall only occur in designated areas. Other Pertinent Information or Special Considerations: Contractor personnel performing under this contract will be fully qualified and certified by the manufacturer for the equipment to be performed All services for this contract must meet manufacturer performance and technical specifications, Federal Regulations, and other specifications that may apply such as National Electric Code (NEC), Life Safety Code (LSC), Joint Commission (JC), and VA Regulations. Also, Contractor must provide the appropriate service documentation at no additional expense The contractor's representative will schedule all physical work at the Cincinnati VA location with the Engineering Department. Contact the COTR at (513) 475-6310. Contractor shall send all service reports to the Engineering Department detailing the work performed. Risk Control: There is a potential for exposure to blood borne or other infectious material with equipment throughout the hospital. All contractor personnel are cautioned and must use universal precautions (i.e. hand washing, wearing protective gloves, aprons, and goggles, etc.) as appropriate during the performance of this contract.
