- This is a Sources Sought Notice only. No solicitation is being issued at this time. 99 CONS/PKB is seeking for an ordained Catholic Priest with an active endorsement from the Archiocese of the Military Services to provide mass and Sacraments of the Installation. This element falls under the responsibility of the Installation Chaplain as defined in AFI 52-101, Planning and Organizing and AFI 52-104, Chaplain Corps Readiness. Nellis Air Force Base provides spiritual services to US Air Force personnel and their families at Nellis AFB, NV. This support enables Nellis Chaplain Office to meet their mission to spiritual care and ensures all Airmen and their families have opportunities to exercise their constitutional right to the free exercise of Religion. The core capabilities of the Nellis AFB Chaplain Corps consist of spiritual care of diverse spiritual needs of Airmen and their families; and advise leadership on matters related to religious, spiritual, ethical, moral and morale concerns and advocate for the religious and spiritual needs of Airmen and their families. The Catholic priestly functions provided through contractor supported services. There are many functions that comprise the Chaplain Services program, some of which are provided through active duty military, civilian, volunteers and contracted support services. It is anticipated that the Blanket Purchase Agreement or a service contract performance period will be five (5) years. The North American Industry Classification Systems (NAICS) Code proposed for the requirement is 813110. The size standard for NAICS 813110 is $7.5M. Interested firms are requested to provide the aforementioned information, along with interest and capability statements NLT 14 December 2018 at 1200 PST. This Sources Sought Notice is also issued for the purpose of market research in accordance with FAR Part 10. The draft Performance Work Statement (PWS) is posted with this notice and interested parties are encouraged to submit industry comments and/or suggested changes to the PWS. Respondents are also encouraged to submit information regarding commercial practices that the Government should consider implementing for this acquisition. Industry comments, suggested changes for the PWS and/or submittal of commercial practices for the Government's consideration (please limit to no more than three pages) are requested to be submitted in writing NLT 14 December 2018 at 1200 PST. Additional information regarding this requirement will be posted for viewing on FedBizOpps at http://www.fedbizopps.gov/ as it becomes available. Interested parties are cautioned that the draft PWS posted with this notice is subject to change; the formal version of the PWS will be released with the solicitation on a future date. All potential offerors are reminded that in accordance with Federal Acquisition Regulation (FAR) 52.204-7, System for Award Management (SAM), lack of registration in SAM will make an offeror ineligible for contract award. NOTE: It is the responsibility of all potential offerors to monitor the FedBizOpps web site for release of any future synopses or release of the solicitation.
