Description
Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to require, on a sole source basis, a brand name requirement for the manufacturer Hallam ICS to supply and install the toxic gas monitoring system (TGMS) for the new Compound Semiconductor Laboratory and Microsystems Integration Facility (CSL-MIF) to be constructed on Hanscom Air Force Base in Lexington, MA. The procurement number will be W912WJ19R0001. The CSL-MIF will be part of the Massachusetts Institute of Technology's Lincoln Laboratory (MIT LL) campus on Hanscom Air Force Base. The Toxic Gas Monitoring System monitors for the unexpected release of toxic and flammable gases as well as for oxygen deprivation throughout the laboratory and is a primary life safety system for the protection of the laboratory workers and the environment. Hallam ICS is the manufacturer of the Argus Toxic Gas Monitoring system currently used at MIT Lincoln Laboratory. The existing Hallam ICS Argus TGMS system was installed at MIT LL in 2011. The existing MIT LL TGMS system is a site wide, stand-alone, firewalled process-related safety network consisting of gas sensors, monitoring devices, programmable logic controllers, reconfigurable input/output modules, gas annunciating light trees, local view nodes and strategically located site wide supervisory control and data acquisition workstations. The TGMS is critical to providing life safety protection to the lab and lab employees. The new CSL-MIF TGMS must be interconnected to and completely compatible with the existing centralized TGMS control system on the MIT LL campus. The new CSL-MIF TGMS system and the existing TGMS system must be able to pass information, data, alarms, and emergency control measures back and forth in an emergency situation without delay or errors. The new TGMS must be fully compatible with the existing system including database, alarms, and hardware standards. Finally, the system has to be able to connect to and read Honeywell Analytics analog sensor values (Ethernet) and digital level alarms and annunciate alarms from Vertex and Midas equipment.
