Description
Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to require, on a sole source basis, a brand name requirement for the manufacturer Emerson to supply the control system for the addition to the Chilled Water Plant (CWP) as part of the new Compound Semiconductor Laboratory and Microsystems Integration Facility (CSL-MIF) to be constructed on Hanscom Air Force Base (HAFB) in Lexington, MA. The procurement number will be W912WJ19R0001. The CSL-MIF will be part of the Massachusetts Institute of Technology's Lincoln Laboratory (MIT LL) campus on Hanscom Air Force Base. The new CSL-MIF building will require a large quantity of chilled water provided by the chiller plant for its process and cooling requirements. In order to provide the additional chilled water, the plant mechanical capacity needs to be expanded. The chilled water plant is operated by an Emerson DeltaV Distributed Control System. The Delta V system currently controls 100 percent of the CWP mechanical cooling equipment at the MIT LL CWP. The existing DeltaV Distributed Control System was installed in 1999 as part of the MIT LL CWP Controls Upgrade project. Recent projects such as the MIT/LL CWP Cooling Tower 4 and CWP Server Upgrade have upgraded, expanded coverage, and modified the existing DeltaV control system. The new MIT LL CSL-MIF expanded CWP system must be fully integrated with the existing control system with no compatibility or interoperability issues with the new and existing facilities. The new DeltaV System software/PLC hardware would be identical to the existing DeltaV software/hardware revisions installed at the MIT LL CWP. The DeltaV chiller plant control system expansion is essential to MIT LL's chilled water plant management's ability to meet the cooling needs of the CSL-MIF. The existing DeltaV chiller plant control system software/PLC hardware package manages the CWP equipment loading automatically and manually based upon campus cooling requirements. The DeltaV System controls this critical and complex process, while at the same time maintaining the most cost effective and efficient combination of energized equipment to provide the chilled water load required. Furthermore, based upon time of day, predicted upcoming weather, operator preference, and campus needs, the chiller plant control system can manage the cooling capacity and monitor the building and critical labs individually using the DeltaV and BMS systems.
