- The purpose of this announcement is to provide notice that the U.S. Fish and Wildlife Service, Division of Contracting and General Services, Albuquerque, New Mexico intends to make a firm fixed price, sole source award to Arizona Game and Fish Department (AGFD) for implementation of Sonoran Pronghorn recovery actions. See attached scope of work for description of work to be completed. The award will be for a base period and four option periods. Justification for sole source: The Arizona Game and Fish Department (AZGFD) has the principal role for providing (screening and hiring) staff for the operation, maintenance, and repair of captive breeding pens for Sonoran pronghorn within Cabeza Prieta and Kofa NWRs. The AZGFD is uniquely qualified to provide support for the operation and maintenance of Kofa NWR pen having had principal oversight of the CPNWR pen for 14 years and the Kofa NWR pen for 6 years, the timespan that both have been operational. The AZGFD also provides annual funding in support of one staff position at the Kofa NWR pen. The AZGFD has the most expertise and longest history of principal coordination of and participation in Sonoran pronghorn capture, handling, and monitoring; as well as developing and maintaining Sonoran pronghorn waters and forage enhancement plots. Additionally, the AZGFD has taken the lead for coordinating veterinary support for Sonoran pronghorn capture and release operations for the entire life of the project to date including the use of Department staff veterinarians. AZGFD holds a current Sonoran pronghorn recovery permit (e.g., to capture, handle, manage, monitor, and administer health care Sonoran pronghorn. Apart from FWS, AZGFD is the only other entity to hold such a permit. This announcement is published as a Sole Source in accordance with FAR 6.302-1. This is not a request for competitive quotes. The intent of this Pre-Award Notice is for informational purposes only. However, all information received by 5:00 p.m. MST, December 7, 2018 will be considered by the Government.
