Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 68HE0818Q0004. The solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. It is the vendor's responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed at https://www.acquisition.gov/ and https://www.ecfr.gov/cgi-bin/text-idx?c=ecfr&tpl=/ecfrbrowse/Title48/48cfrv6_02.tpl. The following FAR and EPAAR clauses and provisions are applicable to this procurement: 52.212-1 52.212-3 (complete Offeror Representations and Certifications at www.sam.gov) 52.212-4 52.212-5 52.212-2 52.232-33 52.232-39 1552.237-72 1552.211-79 EPA-G-42-101 This solicitation is not set aside for Small Business Concerns. The associated NAICS code for this solicitation is 811219- Other Electronic and Precision Equipment Repair and Maintenance (size standard: $20.5 Million). Please reference the attached Statement of Work entitled, "Statement of Work, Maintenance Service Plan for AB Sciex API 5000, Mass Spectrometer (MS)," four (4) pages, for a description of the requirement. The anticipated award shall be firm fixed price. FOB: Destination Place of Performance: US EPA Region 8 Laboratory, Denver Federal Center, Building 25, Entrance E-3, Kipling Street, Denver, CO 80225 The provision at 52.212-1, Instructions to Offerors' Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items, applies to this acquisition. In reviewing submitted quotes, technical and past performance when combined, are significantly more important than price. The following evaluation factors shall be used to evaluate offers: i. Key Personnel: Demonstration that key personnel (on-site technician) assigned to provide service support has current and relevant experience maintaining and repairing AB Sciex API 5000 equipment and can arrive on-site within 48 hours. Training/Certification documents shall be submitted with quote and should show that the assigned on-site technician has received training on API 5000 systems within the last 4 years. Offerors shall receive a more favorable technical rating if assigned on-site technicians have more recent training and more years of experience working on API 5000 equipment. ii. Experience: Demonstration of actual repair activities on installed customer equipment within the last 4 years within the Rocky Mountain Region. These activities should demonstrate experience of the assigned technician in maintaining/repairing the API 5000 mass spectrometer, maintaining/repairing TriScroll vacuum rough pumps, and supporting/installing the Analyst software and relevant updates. Demonstration of a contractor service technician arriving on-site within 48 hours of initial contact from the customer providing notification of a maintenance problem. Demonstration of repairs being completed within 72 hours after diagnosing the maintenance problem for an unscheduled equipment repair. Offerors shall provide references that include location of equipment and contact information (including contact name, phone number and address) of office where equipment is located. iii. Technical Approach: Offerors shall submit their proposed maintenance plan detailing all tests and preventive maintenance to be performed for the two-year period of performance. The preventive maintenance plan shall include two scheduled on-site preventive maintenance visits per year and additional on-site visits as needed for unscheduled repairs. Describe how OEM or factory-refurbished API 5000 parts/modules will be acquired in the event of their failure. The respondent shall provide a realistic estimate of how quickly they can deliver these items to the R8 laboratory (preferably within 48 hours). iv. Past Performance: Offerors do not need to submit any documentation pertaining to past performance with quote submission. The Government will review records contained in the Past Performance Information Retrieval System (PPIRS), or use any other reasonable basis, when determining general trends of an offeror's past performance. If the offeror has no past performance information, a neutral rating shall be assigned to this evaluation factor. v. Price-Offerors shall complete and submit the attached contract price schedule. The procurement is being conducted in accordance with FAR Part 12 and 13. Quotes should be submitted electronically via email to gordon.marian@epa.gov. System for Award Management Database (SAM). Vendors must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at https://sam.gov/portal/SAM/##11#1 All quotes shall include price, FOB Destination, a point of contact, name, phone number, DUNS # and payment terms. All quotes shall include a completed purchase order price schedule (attached), and technical proposal for the evaluation factors stated above. All quotes shall contain a submission of a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The government intends to make award without communications with offerors; therefore, the offeror's initial quote should be clear and complete and contain the offeror's best terms from a price and technical standpoint. The Government reserves the right to conduct communications if later deemed necessary. The Government further reserves the right to reject any or all quotes if such action is in the Government's best interest.
