Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. There is no solicitation available at this time. This Sources Sought Notice is issued for the sole purpose of conducting market research in accordance with the Federal Acquisition Regulation (FAR) Part 10. The Government will not pay for any materials provided in response to this notice. If a solicitation is later released, it will be synopsized in FedBizOps. It is the potential business concerns responsibility to monitor this site for the release of any synopsis or solicitation. This effort is to seek qualified sources capable of fulfilling the requirements to provide services in support of the OREGON NATIONAL GUARD's wildland fire training requirements. The Oregon National Guard requires the following to provide training in wildland firefighting: A contractor who can train 300 Soldiers and Airmen to the level of Wildland Firefigher Type 2 (crewmember) consisting of Basic Firefighter Training: Introduction to ICS (ICS-100),Human Factors in the Wildland Fire Service (L-180), Firefighter Training (S-130), Introduction to Wildland Fire Behavior (S-190) and NIMS: An Introduction (IS-700). Contractor must be able to teach and certify completion of above listed courses to the National Wildfire Coordinating Group standard, and to a level so that training will be certified by either Oregon Department of Forestry, Oregon Department of Forestry, or the National Wildfire Coordinating Group. The currently contemplated NAICS code is 115310 Firefighting, forest with a small business size standard of $7.5M in annual revenue. If you are capable of fulfilling this requirement, please indicate your interest by sending a capability statement via e-mail (only) by 14 December 2018 to phillip.l.chik2.civ@mail.mil. Include the following information in your Capability Statement email (elements should not exceed 12 pages): 1. Prospective Offeror's Identification: a. A website address that provides additional information about the prospective business h. Identify your company type: i.e. a large or small, small disadvantaged, 8a, veteran owned small business, service disabled veteran owned small business, woman-owned small business, Native American and/or HUB zone business that is supported by a current registration status of active in the System for Award Management (SAM) https://www.sam.gov/portal/SAM/#1. Include your company's North American Industry Classification System (NAICS) code. Provide your company's DUNS number. 2. Your capability statement should demonstrate a firm understanding of the requirements, addressing the following, at a minimum: a. Provide a brief history of your business, to include organization structure, experience in providing wildland fire training to the commercial market and how you have the resources / Professional licenses necessary to fulfill the requirements. b. Describe subcontracting services previously utilized. If you are a small business, explain how you would conduct 51% of the work if this requirement was set aside for small businesses. c. Describe how your current commercial/federal contracts are structured. 3. Please identify potential issues, questions, or problems with the PWS that may make it difficult to perform or greatly increase the cost of the performance. Note: This Sources Sought Notice is open to large businesses, small businesses and all other social economic businesses. Competition and set-aside decisions may be based on the results of this market research.
