Description
The Department of the Interior (DOI), United States Geological Survey (USGS), Earthquake Science Center (ESC), seeks to award an Indefinite Delivery, Indefinite Quanity (IDIQ) Contract for Global Navigation Satellite System (GNSS) receivers with on-board positioning capability for scientific and earthquake monitoring applications to support Earthquake Hazards Program geodetic monitoring. The ShakeAlert Earthquake Early Warning (EEW) system is designed to warn users of imminent shaking due to earthquakes affecting the west coast of the continental United States. This warning will allow users to take protective action, potentially saving lives and mitigating recovery costs. Real-time GNSS data have been shown to improve the rapid characterization of earthquakes and, in turn, can provide better EEW, especially for high-magnitude earthquakes. However, significant upgrades to existing GNSS instrumentation in the ShakeAlert region are required to realize these potential EEW improvements. Without the purchase of GNSS equipment under this requisition we will be unable to complete these upgrades, in turn diminishing the quality of alerts that ShakeAlert provides to the public, government agencies, and the private sector. The anticipated award will be for a contract with a (5) year ordering period with an estimated start date of December 15, 2018. The USGS is contemplating an Indefinite Delivery, Indefinite Quantity Contract in accordance with the procedures of FAR Part 12, entitled, ¿Acquisition of Commercial Items ¿ and FAR Part 13.5, entitled, ¿Simplified Procedures for Certain Commercial Items ¿. Solicitation 140G0319Q0003 will be made available through the Government-wide Point of Entry (GPE) on or about November 26, 2018, IAW FAR 5.102(a)(1).
