- Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to require, on a sole source basis, a brand name requirement for the manufacturer Monaco to supply the Fire Alarm System related renovations at Pease Air National Guard, New Hampshire. Fire alarm system panels installed at Pease Air National Guard requires point to point reporting to the central reporting station. The central reporting station is specified to be a Monaco D-21 reporting system. Other manufacturers do not offer equipment which is UL listed for compatibility for reporting on a discrete point by point basis with the central Monaco reporting station. The contractor installing the fire protection system will be required to purchase the Monaco panels in order to meet the compatibility requirements for reporting at Pease. By Fiscal Year 20 Pease will be utilizing the Monaco D-21 fire alarm system panels to report any fire conditions in a facility to the Pease Fire Department. This system configuration will transmit discrete information regarding the status off the system on a point by point basis directly to fire dispatch, with signals such as "Alarm, Manual Pull Station, Main Entrance". The increased level of information will result in more informed and faster response by the fire department to the emergency. The panels are required to be Monaco to ensure listed compatibility when transmitting to the base wide Monaco reporting system. Any other equipment manufacture will not report on a point by point basis to the central reporting station. Installing equipment from other manufacturers would transmit only generic signals such as "Alarm", the limited information may delay fire department response and lead to longer investigation times upon arrival. The Building 252 project requires a new Fire Alarm Control Panel (FACP) to be installed. The new FACP shall be a Monaco MAAP-X with integrated radio transceiver fire alarm system via approved radio frequency. The FACP shall be capable of point reporting capacity which will individually report the condition of every addressable point and all status of all system equipment to the D-21 central receiving system and provide detail in real-time for alarm, supervisory, and trouble status which can be displayed on the D-21. If a different fire alarm panel is used, the D-21 panel would only receive a general fire alarm, water flow alarm, supervisory and trouble sign, as opposed to the more descriptive specific point that is in alarm. This information allows the Fire Department to respond to the emergency, contain the fire faster, and provides an increased level of life safety and property protection.
