Description
50 Tents. Tents must be able to withstand up to 50 MPH winds or greater, hot & cold climates, rain proof/water proof, and have a rating of 3 or 4 seasons. Notice Type: Combined Synopsis/Solicitation 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. The solicitation number is 70FBR919Q00000005 and is issued as a Request for Quotation (RFQ). Under this requirement, Federal Emergency Management Agency (FEMA) intends to award a commercial, Firm Fixed Price (FFP) contract. 3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-86. The applicable North American Industry Classification Standard (NAICS) code is 314910. This is a full and open requirement. Description of requirements for the items to be acquired: The Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA) has a requirement for 50 Tents. Tents must be able to withstand up to 50 MPH winds or greater, hot & cold climates, rain proof/water proof, and have a rating of 3 or 4 seasons. 5. Delivery Instructions: a. No shipping required. Government will provide transportation and shipping. b. FEMA POC for Saipan is Stephen Graves (202) 384-6683 Delivery Location: LAX Delivery due date: 5 days from receipt of award. If unable to meet the delivery date, provide your delivery timelines. 6. Delivery, Inspection, Acceptance and FOB Point of Contact will be provided to awardee. 7. PROVISIONS AND CLAUSES: In case of inclement weather not permitting arrival of participants, the Government reserves the right to make one adjustment to the period of performance with advance notice. The provision at FAR 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition and is incorporated by reference. b. FAR 52.212-2, Evaluation-Commercial Items, applies to this acquisition and paragraph (a) is completed as follows: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer is Lowest Price Technically Acceptable (LPTA) (1) Technical; (2) Price. The Government intends to award a commercial purchase order resulting from this solicitation to the lowest priced, technically acceptable responsible offeror. The factors identified above will be the evaluation factors used to evaluate all offers received. Quotes must be specific in details and clearly identify all the government requirements. c. All prospective offerors must be actively registered in the System for Awards Management (SAM) at the time of proposal submission. d. Clauses in Full Text: • 52.217-6 Option for Increased Quantity. OPTION FOR INCREASED QUANTITY (MAR 1989) The Government may increase the quantity of supplies called for in the Schedule at the unit price specified. The Contracting Officer may exercise the option by written notice to the Contractor within one (1) day. Delivery of the added items shall continue at the same rate as the like items called for under the contract, unless the parties otherwise agree. (End of clause) 52.225-6 Trade Agreements Certificate (May 2014) (a) The offeror certifies that each end product, except those listed in paragraph (b) of this provision is a U.S.-made or designated country end product, as defined in the clause of this solicitation entitled "Trade Agreements." (b) The offeror shall list as other end products those supplies that are not U.S.-made or designated country end products. Other End Products Line Item No. Country of Origin: [List as necessary] (c) The Government will evaluate offers in accordance with the policies and procedures of Part 25 of the Federal Acquisition Regulation. For line items covered by the WTO GPA, the Government will evaluate offers of U.S.-made or designated country end products without regard to the restrictions of the Buy American statute. The Government will consider for award only offers of U.S.-made or designated country end products unless the Contracting Officer determines that there are no offers for such products or that the offers for those products are insufficient to fulfill the requirements of this solicitation. The Defense Priorities and Allocation System (DPAS) applies to this acquisition. 10. All responsible sources should submit quotes to Carolyn.Knight@FEMA.DHS.GOV by 9:00 AM PST Sunday, November 11, 2018. Technical and/or administrative questions must be submitted in writing to Carolyn.Knight@FEMA.DHS.GOV no later than 12:00 PM PST Saturday, November 10, 2018. Individual responses will not be given. Responses to all inquiries will be published by amendment to the solicitation and posted to FedBizOpps. Inquiries and information received after the established deadline will only be answered/addressed if considered essential to the requirement and in the best interest of the Government.
