Description
FIO Drawings Drawings Specs JOHN DAY TRASH RAKE CANTILEVERED GANTRY CRANE A formal solicitation will follow this announcement on or about November 9, 2018. This work consists of replacing the existing 15 Ton Trash Rake Cantilevered Gantry Crane with a new 20 Ton Trash Rake Gantry Crane at the John Day Lock and Dam Project located near Rufus, Oregon. The Trash Rake Cantilevered Gantry Crane provides for the cleaning of the trash rack for the generating units at John Day. The crane also provides a secondary function for handling and removing the trash racks as required for maintenance on each of the 16 main generating units. The contractor must design, manufacture, install, test, and commission the new trash rake crane on both primary shore power and emergency diesel generator power. The new trash rake crane must be fully commissioned and operational prior to demolition of the existing trash rake crane. The work includes the removal of the existing trash rake crane which is known to have lead based paint and possibly asbestos-containing material. The work site is located at John Day Lock and Dam. Contractor access to the work site will be from Exit 109 off Interstate 84 onto John Day Dam Road; follow frontage road eastward for two miles to the security gate check point or if necessary for installation via barge from the upstream side. Known Constraints: 1. At no time during the project shall the powerhouse be without an operational trash rake gantry crane. The Corps of Engineers will ensure operability of the existing trash rake crane. 2. Demolition of the existing Gantry Crane must start no earlier than July 15, 2020 and conclude no later than August 15, 2020. The demolition must occur on the Oregon (southern) end of the dam 3. Key dates (anticipated): • Manufacture/install/test crane January 2019 to July 15 2020 • Trash Rake Season March 15 - June 15, 2020 (using existing crane) • Construction Completion Date July 15, 2020 (testing complete and acceptance of new crane) • Demo Existing Crane July 16 thru Aug 15 2020 (after new crane is in service) • Contract Completion Date January 15, 2021 4. The new Trash Rake Gantry Crane must be assembled at the north end of the rails so that the existing trash rake gantry crane can be used by the Government to access all of the main units during the assembly of the new crane. 5. Work sequencing. Demolition of the existing crane will also be at the approved north end of the rails as located on the contract drawing(s). The busiest season for trash raking is between March 15 and June 15. The new trash rake gantry crane must be completed and ready for service no later than 15 July 2020. The existing crane demolition will be from 15 July 2020 to 15 August 2020. Both the existing and new trash rake gantry cranes will be on the same rail at the same time located at the north end before starting the demolition on the existing crane at the north end. 6. Access During the construction and demolition phases of the work, road access across the top deck of the dam must be maintained. a. Road closure requests must be coordinated with the COR and Operations. b. For longer term road closures, through access may be limited to the start, middle, and end of the work day. c. At the end of the Contractor's work day the road access must be passable. 7. Contract type This solicitation will use FAR Part 15.101-1 Best Value Tradeoff Process. This is a hybrid Supply with Construction Installation Contract. Acquisition will be a Total Small Business Set Aside.
