- FDC Philadelphia 2nd Qtr FY2019 Subsistence RFQ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 15B21719Q00000001 and this solicitation is issued as a Request for Quote (RFQ). Solicitation is for Second Quarter Subsistence, FY 2019 (Kosher, Meat, Frozen and Dry). For a list, description and total quantities of all items refer to SF Form 1449 Section 2. Solicitation is a 100% small business set aside. The NAICS for this requirement is 311991. TERMS OF DELIVERY ARE F.O.B. DESTINATION TO: FDC PHILADELPHIA, 700 ARCH STREET, PHILADELPHIA, PA 19106 ITEMS WILL BE AWARDED INDIVIDUALLY. MORE THAN ONE ITEM MAY BE AWARDED TO ONE VENDOR. Evaluation factors are Past Performance, Price and Delivery. Past performance is significantly more important than price and non-price related factors. Award will be based on the best value determined using tradeoffs among the evaluation factors, so that award may be made to other than the lowest-priced offer. Vendors who submit a quote concurs that delivery date can be met, unless otherwise noted. PAST PERFORMANCE RECORD OF "FAILURE TO DELIVER" ON PREVIOUS AWARDS MAY RESULT IN A LESS THAN FAVORABLE PERFORMANCE RATING. Piggy back offers will NOT be evaluated and therefore NOT considered for award. DO NOT CHANGE CASE COUNTS OR THE QUOTE WILL NOT BE CONSIDERED. SUBSTITUTIONS TO SPECIFICATIONS IN LINE ITEMS ARE PROHIBITED (ex. SIZES, CASE COUNTS). CHANGES TO SPECIFICATIONS WILL NOT BE EVALUATED AND THEREFORE, NOT CONSIDERED FOR AWARD. THE GOVERNMENT RESERVES THE RIGHT UPON INSPECATION TO REJECT ITEMS IF THEY ARE DAMAGED OR NOT TO THE SPECIFICATIONS AS LISTED IN THE SOCILITATION. Quotes will be FOB DESTINATION with an expected delivery between January 2, 2019 and January 24, 2019. THE FOOD SERVICE ADMINISTRATOR MUST BE CONTACTED PRIOR TO DELIVERY FOR APPROVAL OR ADJUSTMENTS IN DELIVERY SCHEDULE. CONTACT DANNY MORALES, FSA AT 215-521-4412. Any items shipped before or after the required delivery timeframe WITHOUT THE FSA APPROVAL will be returned at the vendor's expense. Expected award date November 28, 2018 The date and time for receipt of quotes is November 21, 2018 at 8 AM EST. Quote must indicate Solicitation No. 15B21719Q00000001, time specified for receipt of quote, name, address and telephone number of quote, technical description of the items being quoted in sufficient detail to evaluate compliance with the requirements in the solicitation, terms of any expressed warranty, price and any discount terms. Quote must include acknowledgment of all amendments, if any. Vendors shall submit signed and dated quotes to Lisa Schwinge BY email at lschwinge@bop.gov. Due to security considerations do not send offers via U.S. Mail. ALL offers shall be submitted on the SF1449. OMB Clearance 1103-0018. ALL PAGES OF THE SOLICITATION, INCLUDING THIS HEADER PAGE, ALL ATTACHMENTS AND AMENDMENTS (IF ANY), MUST BE SUBMITTED WITH YOUR QUOTE. Please check line 28 and sign 30a and print 30b on the 1449.
