- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 1240519Q0001 and is issued as a request for quotation (RFQ). The NAICS code is 115113 Hay Mowing, raking, baling, and chopping. This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2005-100. The USDA/ARS Dale Bumper's Small Farms Research Center conducts small farms research on approximately 2,200 acres in rural Arkansas. The scientists conduct research utilizing beef cattle and sheep on these lands and are also looking at various forage harvesting and storage methods of hay and other feedstuffs. The Center currently has a mower conditioner with a rubber conditioner roller. For potential future research applications, the location requires a new mower-conditioner with a steel roller. This conditioning system will be tested for the effects of forage quality against other methods. Research at this center is conducted to benefit small farmers and producers. This piece of equipment is extremely important since this unit will be used in experimental protocols which must be duplicated over numerous years and unusual circumstances that arise in a research environment and thus a reliable unit is needed. The Research Center intends to procure a Mower-Conditioner to cut hay forages. The specifications for the unit are as follows: • Center pivot - to permit cutting from either side of the tractor and maximize cutting width • Machine transport width - cannot exceed 12.0 ft (to fit thru existing gates and road transport safety) • Cutting Width - 11.5 ft • Heavy Duty Steel Conditioning Rollers - to address tall forages/crops and abrasive soils • Rockshaft Swivel Hitch or equivalent- provides maneuverability & less driveline stress • Hi flotation wheels/tires • Hydraulic Tilt Control • Windrow Distribution Adjustment capability - needed for control of windrow formation (size) for various forage/crop types DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award Offerors shall provide 1) a Quote on company letterhead detailing the item description, unit price per item, total price and valid for at least 60 days after receipt of quote. 2) Your company must be actively registered in our System for Award Management (SAM) at web site www.sam.gov. QUOTED PRICE MUST INCLUDE: any delivery costs as well as any applicable duties, brokerage, or customs fees. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer. Contractors intending to conduct business with the Federal Government MUST register with the System for Award Management (SAM) database prior to submitting quotation. FAR 52.212-2, Evaluation-Commercial Item, the significant evaluation factors, in the relative order of importance, are (i) technical capability of the item offered to meet the Government required specifications; (ii) price (based on F.O.B. Destination). Award will be made based on the lowest price technically acceptable. The government anticipates award of a firm fixed priced contract resulting from this solicitation to the responsible offeror whose offer conforms to the specifications that will be the most advantageous to the government in accordance with FAR 13.106-2. Responses shall include technical specifications, descriptive material and capabilities of the offerors equipment. Offerors shall identity where the offered item meets or does not meet each of the Government's functional and performance minimum specifications listed herein.
