Page 1 of Page 2 of 2 Page 1 of Contractor shall completely prepare site; furnish labor and materials; and perform work for project: DVA - Dallas Consolidated Mail Outpatient Pharmacy (CMOP) - Logistics and Quality Assurance (QA) office space, project number: 9660 as required by drawings and specifications at the VA Consolidated Mail Outpatient Pharmacy, Lancaster, TX. The purpose of this project is to complete the finish out of the Logistics and Quality Assurance (QA) office space at the Dallas CMOP. The construction project will include but is not limited to: Vendor to provide all labor and equipment to finish out fire suppression, fire alarm, mechanical, and communication to finish out the Logistics and QA offices. All work must meet NFPA and City of Lancaster adopted ordinances. The facility is leased by the VA CMOP. The City of Lancaster is the Authority Having Jurisdiction. Tradesmen shall have a current license with the State of Texas. The vendor shall perform the work in accordance with the City of Lancaster rules and regulations, such as permitting and inspection. The vendor is responsible for all costs associated with permitting. Life Safety - Install sprinklers, strobes, pull stations, and tie in fire alarm devices to existing fire alarm control panel. Then program and test for proper operation. HVAC - Install registers, ductwork, and thermostat. Data Install network cables and drops for the offices. All supplies and equipment are supplied by Government. The Dallas CMOP point of contact will provide specific locations for the installation of all devices. The Estimated range to complete this work is $25,000 to $100,000.00 Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project will be solicited as a Total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The North American Industry Classification Code (NAICS) for this procurement is 236220 (Commercial and Institutional Building Construction), with a small business size standard of $36.5 million. The duration of the project will be up to 140 days from Notice to Proceed. This completion period includes final inspection and cleanup of the premises and completion of as-built drawings. Award will be made utilizing the Best Value Lowest Price Technical Acceptable (LPTA) Source Selection Process in accordance with Federal Acquisition Regulation Part 15. Proposal submission instructions will be included in the solicitation package. The government plans to award without discussions. The offeror is responsible to monitor and download any amendments from the Federal Business Opportunities (http://www.fbo.gov ) website, which may be issued to this solicitation. In accordance with FAR 52.204-7, Required SAM and in accordance with Veterans Affairs Acquisition Regulation (VAAR) 802.101, VIP Registration, prospective contractors must be registered in SAM and in the VIP databases under the applicable NAICS. Firms may obtain SAM information at http://www.sam.gov and VIP information at https://www.vip.vetbiz.va.gov/. The solicitation package and drawings should be available for download on or about November 23, 2018 and the proposal due date will be on or about December 26, 2018. An organized site visit will be scheduled and the information will be made available at time of solicitation issuance. Only one site visit will be scheduled and interested offerors are highly encouraged to attend. No hard copies of the solicitation or drawings will be provided; and telephone requests or questions will NOT be accepted.
