- This special notice informs the public that North Cascades NPS Complex intends to award a non-competitive requirements contract for barge transportation services using a firm-fixed price schedule and paying for actual services received. The Contractor's barge will transport materials, supplies, bulk fuel, vehicles, and equipment for NPS operations and special projects between Stehekin and Chelan, WA, and points in between. A signed Justification for Other than Full and Open Competition is on file; the contents are provided herein. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION for SIMPLIFIED ACQUISITIONS ($10,000 to $250,000) (See FAR 13.106-1) Prepared in accordance with AP&P 1443.06-01 Enhancing Competition and Contracting by Other than Full and Open Competition, Rev. 1. Thresholds updated per DOI-AAAP-0148. 1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost): Transportation services by barge to and from Stehekin and Chelan, Washington, and points in between, of materials, supplies, bulk fuel, vehicles, and equipment to support National Park Service (NPS) operations and special projects. Stehekin is a remote community located at the head of Lake Chelan. No roads connect Stehekin to outside sources of supplies and materials and all such items must be transported approximately 50 miles via boat or barge. Transportation prices will be comparable to those charged to the public and are based on square-footage of deck space used, ease of handling, etc.; payment will be made based on actual services received. NPS intends to award a non-competitive requirements contract using a firm-fixed price schedule for a base year, with the unilateral right to extend it for up to two option years. The estimated cost for each year is between $20,000 and $35,000, although may be significantly higher if there is wildfire suppression activity with an associated increased demand for transportation services. The total for all three years is not expected to exceed the Simplified Acquisition Threshold ($250,000). The contract year is December 1 through November 30. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest: Web searches using Google, SBA ¿s Dynamic Small Business Search, System for Award Management (SAM), and SuperPages found only the one barge company noted above. A Special Notice for this action will be posted at FBO, and any information received in response will be taken under consideration by NPS. Local knowledge of the vendor pool indicates this is the only viable service. 4. If this is a determination for sole source, the Contracting Officer certifies: a.Only one source is available, or urgent and compelling circumstances exist. b.The anticipated price will be determined fair and reasonable using the price analysis techniques described in FAR Part 13.106-3(a).
