Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Science Data Software to update the Toxicity Estimation Software Tool (TEST). TEST was developed in 2008 to estimate toxicity values and physical properties for molecular structure. Toxicity values are estimated using QSAR (Quantitative Structure Activity Relationship) models. The models were developed in-house by EPA. TEST is a stand-alone Java application and was recently converted into a web-service based application (webTEST). The EPA's Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL), Land and Material Management Division (LMMD) located at AWBERC, 26 West Martin Luther King Dr., Cincinnati, OH 45268 is in need of contractor support to 1) fix bugs in the structure drawing interface for TEST; 2) add the ability to import molecular structures from the sources on the web; 3) redesign the interface to make use of the entire screen and 4) make use of the webTEST toxicity prediction engine for making faster predictions. The contractor that updates TEST must possess a familiarity with Java cheminformatics packages such as JChemPaint and CDK (Chemistry Development Kit); a familiarity with searching the molecular structures from online databases using web APIs (Application Programming Interface) and development of graphical user interfaces in Java. Science Data Software is the only known source able to satisfy the Government ¿s requirement because they developed webTEST, a web-services based implementation of TEST, implemented the structure searching feature of EPA ¿s Chemistry Dashboard and the ChemSpider online chemical structure database. A programmer at Science Data Software was the key developer of the ChemSpider online chemical structure database and therefore has the skills necessary for adding structure searching features to TEST. This procurement will be accomplished under FAR Part 12 Commercial Procedures using Far Part 13, Simplified Acquisition Procedures. It is our intent to award a single fixed price purchase order. The North American Industry Classification Code (NAICS) is 541512. The size standard for this code is $27.5 million. Documentation must be submitted within 15 calendar days of the date of publication of this notice.
